I think you may mean the difference between internal recommendation and external recruitment. This should be treated differently. Internal recommendation is easy to produce small groups, leading to a decline in efficiency. External recruitment may not match the company position in ability and personality. There are risks. Unless this position is highly mobile or there is a great demand for employment, I will generally choose external recruitment and employee rotation to solve it.
