7. Operating tobacco monopoly products business without obtaining a tobacco monopoly retail license, and being punished by law enforcement authorities for more than two times within one year, and failing to apply for a tobacco monopoly retail license within three years.

8. Being investigated for criminal responsibility for operating tobacco monopoly products business without obtaining tobacco monopoly retail license, and applying for tobacco monopoly retail license within 3 years.

(2) Business premises:

1. Mobile and seasonal stalls, shops, cars, sheds, kiosks and other places without fixed business premises.
