Some preferential measures to protect the rights and interests of the disabled in Shantou city

Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on the Protection of Disabled Persons and in combination with the actual situation of our city for the purpose of implementing the Outline of Shantou Eighth Five-Year Plan for Disabled Persons, ensuring that disabled persons in our city enjoy equal rights and opportunities, fully participate in social life and share social material and cultural achievements. Article 2 These Measures shall apply to the disabled persons who hold the Disabled Persons' Card issued by the municipal, district (county) Disabled Persons' Federation within this Municipality. Article 3 Disabled persons shall hold the Disabled Persons' Card to the national and collective medical units for medical treatment, and give priority to registration, outpatient service, medicine taking and hospitalization to arrange beds; Free of outpatient registration fee and intramuscular injection fee.

Poor disabled people hospitalized, the township (street) civil affairs, the Disabled Persons' Federation proved that the hospital gave a 20% reduction in hospital bed fees.

For the disabled who receive rehabilitation treatment, the hospital bed fee will be reduced by 20%. Fourth schools accept disabled children to enter the school nearby; Miscellaneous fees for disabled students receiving compulsory education are reduced by 50%.

Ordinary high schools, technical secondary schools, technical schools and institutions of higher learning shall not refuse to recruit disabled candidates who meet the national enrollment standards. Fifth units under ownership by the whole people and collective ownership shall give priority to the employment of disabled people in various types of jobs (posts) suitable for disabled people.

Disabled workers should enjoy the same political and economic treatment as healthy workers, and enterprises and institutions should not dismiss disabled workers for an excuse. If there are special circumstances that must be dismissed, they should be properly handled to ensure their lives. Article 6 The administrative department for industry and commerce shall not charge management fees for disabled persons who are engaged in self-employment and start the tertiary industry, and give priority to arranging venues; When issuing a business license, only the fee is charged; The tax authorities give tax relief according to the policy; Where possible, the financial sector gives priority to loans.

Disabled people who lose their ability to work in rural areas are exempt from agricultural taxes, compulsory labor, public welfare fees and other social burdens; Appropriate relief should be given to disabled people who have lost part of their ability to work. Seventh disabled people engaged in agricultural and sideline production, the required fertilizers, pesticides, seeds and other agricultural materials, the relevant departments should give priority to the supply; Agricultural and sideline products should be purchased first. Eighth for the disabled poor families, their relatives have no ability to support, the civil affairs department in the assessment of regular quantitative relief or temporary relief, give priority to solve.

Persons with disabilities who have no ability to work, no dependents and no source of livelihood are given priority in welfare homes and nursing homes. Article 9 The people's court shall reduce or exempt the legal fees of the disabled. Tenth disabled people in cities and towns and agricultural registered permanent residence people get married, in the process of "citizenization" under the same conditions, priority, and appropriate relief related costs. Eleventh with the disabled card, the blind take the city bus free of charge; In the past, disabled people took the ferry to Shijiazhuang free of charge, giving priority to buying bus tickets and plane tickets, and allowing them to bring their necessary assistive devices (such as wheelchairs and crutches) free of charge; Mail for the blind is free. Twelfth "International Day for the Disabled", "International Day for the Deaf", "International Day for the Blind" and "National Day for the Disabled" and holidays stipulated by the state, disabled people can enter the cultural and entertainment venues managed by the state free of charge. Thirteenth governments at all levels, relevant units and departments must conscientiously implement these measures within the scope of their duties. Article fourteenth these Measures shall be interpreted by the Municipal Federation of Disabled Persons. Fifteenth these Measures shall come into force as of the date of promulgation.
