Measures for the implementation of the qualification examination for registered civil engineers (water conservancy and hydropower projects)

Article 1 The Ministry of Construction, the Ministry of Water Resources and the Ministry of Personnel are jointly responsible for the qualification examination of registered civil engineers (water conservancy and hydropower projects) and entrust the personnel examination center of the Ministry of Personnel to undertake it.

The examination work in all provinces, autonomous regions and municipalities directly under the Central Government shall be organized and implemented by the local personnel administrative department in conjunction with the construction administrative department, and the specific division of responsibilities shall be determined by the local governments through consultation.

Article 2 Examinations are divided into basic examinations and professional examinations. Those who pass the basic examination and meet the requirements for professional examination registration as stipulated in these Measures may sign up for the professional examination. Only by passing the professional examination can we obtain the qualification certificate of civil engineer (water conservancy and hydropower engineering) registered in People's Republic of China (PRC).

Article 3 The basic examination is divided into two half-days and each half-day lasts for four hours. Professional examination is divided into two parts: professional knowledge and professional cases. Two and a half days for each part, and three hours for each half day.

Article 4 Those who meet the requirements of Article 8 of the Interim Provisions on the System of Registered Civil Engineers (Water Conservancy and Hydropower Engineering) and meet one of the following conditions may apply for taking the basic examination:

(1) Obtain a bachelor's degree or above in this major (refer to water conservancy and hydropower engineering, hydrology and water resources engineering, agricultural water conservancy engineering, soil and water conservation and desertification control, see attached table 1, the same below) or similar major (refer to port waterway and coastal engineering, civil engineering, exploration technology and engineering, see attached table 1, the same below).

(two) to obtain a college degree in this major or similar major, and to engage in the survey and design of water conservancy and hydropower projects for 1 year.

(3) Obtained a bachelor's degree or above in other engineering majors, and engaged in the survey and design of water conservancy and hydropower projects for 1 year.

Article 5 Those who have passed the basic examination and meet one of the following conditions may apply for taking professional examinations:

(a) after obtaining the professional doctorate, engaged in water conservancy and hydropower engineering survey and design work for 2 years; Or after obtaining a similar professional doctorate, he has been engaged in the survey and design of water conservancy and hydropower projects for 3 years.

(two) after obtaining a master's degree in this major, he has been engaged in the survey and design of water conservancy and hydropower projects for 3 years; Or after obtaining a master's degree in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 4 years.

(3) Obtained a double bachelor's degree including this major or graduated from the postgraduate class of this major, and has been engaged in the survey and design of water conservancy and hydropower projects for 4 years; After graduating from a double bachelor's degree or postgraduate class in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 5 years.

(four) after obtaining a bachelor's degree or a degree that has passed the professional education evaluation, he has been engaged in the survey and design of water conservancy and hydropower projects for 4 years; Or after obtaining a bachelor's degree or degree that has not passed the professional education evaluation, he has been engaged in the survey and design of water conservancy and hydropower projects for 5 years; Or after obtaining a bachelor's degree or a degree in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 6 years.

(five) after obtaining a college degree in this major, he has been engaged in the survey and design of water conservancy and hydropower projects for 6 years; Or after obtaining a college degree in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 7 years.

(6) Having obtained a bachelor's degree or above from other engineering majors, he has been engaged in the survey and design of water conservancy and hydropower projects for 8 years.

Article 6 As of February 2002, 65438+3 1 At present, those who meet one of the following conditions may be exempted from the basic examination and only need to take the professional examination:

(a) after obtaining the professional doctorate, engaged in water conservancy and hydropower engineering survey and design work for 5 years; Or after obtaining a similar professional doctorate, he has been engaged in the survey and design of water conservancy and hydropower projects for 6 years.

(two) after obtaining a master's degree in this major, he has been engaged in the survey and design of water conservancy and hydropower projects for 6 years; Or after obtaining a master's degree in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 7 years.

(3) Obtained a double bachelor's degree including this major or graduated from the postgraduate class of this major, and has been engaged in the survey and design of water conservancy and hydropower projects for 7 years; After graduating from a double bachelor's degree or graduate program in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 8 years.

(four) after obtaining a bachelor's degree or degree in this major, he has been engaged in the survey and design work of water conservancy and hydropower engineering for 8 years; Or after obtaining a bachelor's degree or a degree in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 9 years.

(five) after obtaining a college degree in this major, he has been engaged in the survey and design of water conservancy and hydropower projects for 9 years; Or after obtaining a college degree in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 10 years.

(6) Obtained a bachelor's degree or above in other engineering majors, and engaged in the survey and design of water conservancy and hydropower projects for a total of 12 years.

(seven) after obtaining other engineering professional college degree, engaged in water conservancy and hydropower engineering survey and design work for 15 years.

(eight) after obtaining the professional secondary school education, engaged in water conservancy and hydropower engineering survey and design work for 25 years; Or after obtaining a technical secondary school degree in a similar major, he has been engaged in the survey and design of water conservancy and hydropower projects for 30 years.

Seventh to take the exam by my application, examination and approval of the unit, to the local examination management institutions to register. Examination management institutions shall issue admission tickets after passing the examination in accordance with the prescribed procedures and registration conditions. Participants take the test at the time and place specified in the admission ticket.

Professional and technical personnel of subordinate units of various departments and central management enterprises in the State Council signed up for the examination according to the principle of territoriality.

Article 8 The examination date is the third quarter of each year. In principle, the test sites are located in universities, technical secondary schools or designated schools for college entrance examination in municipalities directly under the central government and provincial capitals. If it is really necessary to set it up in other cities, it must be approved by the Ministry of Personnel, the Ministry of Construction and the Ministry of Water Resources.

Ninth adhere to the principle of separation of examination and training. Who participate in the examination work (including examination system and organization and management, etc.). ) you are not allowed to take the exam and hold training related to the content of the exam. Candidates attend relevant training and adhere to the principle of voluntariness.

Tenth examination work should strictly implement the relevant rules and regulations of examination work, conscientiously do a good job of confidentiality in the process of ordering, printing and sending test papers, strictly abide by the confidentiality system, and prevent leakage.

Eleventh examination staff should strictly abide by the examination work discipline, conscientiously implement the examination avoidance system. Violation of examination discipline and relevant regulations shall be dealt with in accordance with the Provisions on Disciplinary Handling of Qualification Examination for Professional and Technical Personnel (Order No.3 of the Ministry of Personnel).
