In particular, the rural collective property rights trading center in Binhu District, which was first built in the city, played an important pivotal role in the operation and appreciation of rural assets in the whole region. Focusing on "strict supervision, improving service quality and speeding up", the district has issued a set of institutional documents focusing on five aspects: asset transfer, lessor management, asset resource lease term, transaction management and credit risk early warning. The trading center has realized digital management, transparent operation, document standardization and paperless office. "We adhere to strict examination and approval based on the norms, especially the three types of transactions of all property of collective economic organizations, land of 20 mu or more, 40 square meters or annual rent 12000 yuan or more, which are organized and implemented by the district rural collective property rights trading center after being examined and signed by the village and town levels." At the same time, the use of information technology to comprehensively improve service efficiency, the city took the lead in independently developing the "Binhu District Rural Collective Assets Property Right Transaction Approval System", and all 207 electronic seals of various subjects at the township level were included in the system, realizing the whole process of transaction approval without meeting, and striving to achieve "more data running, less people running errands". Due to solid work, rich practice and remarkable results, Binhu District, as the only representative of the city, undertook the pilot task of the third-phase approval platform for provincial rural collective property rights transactions.

All village-level financial management reforms in the whole region have been put in place, and seven towns (streets) have set up financial supervision centers to implement centralized bookkeeping or entrusted management of village accounting. Fei Xiaohong, deputy director of the rural collective "three-capital" management office of Xuelang Street Economic Development Bureau, said, "Now all the accountants in our street agriculture-related communities go to the street for centralized bookkeeping, and the relationship between personnel and wages has also been adjusted from community management to street vertical management, which has really blocked the circle of acquaintances and human feelings." At the same time, in order to eradicate the historical ills of village collective accounts receivable arrears, the district has faced difficulties and advanced in depth. In the past two years, the system of clearing and rectifying creditor's rights and debts has been established in an all-round way, and a series of normative documents such as "Measures for the Management of Village Collective Funds and Creditor's Rights and Debts" have been issued, and the early warning function of accounts receivable has been developed and applied in the information management platform of "foreign capital", which has achieved accurate discovery, effective recovery and long-term management of accounts receivable and effectively helped the village collective to return blood.

? Systematic combing and standardized management have laid a solid foundation and profound foundation for the efficient utilization and flowering of village collective assets. Helv Community in Mashan Street is adjacent to Wudu Helv Ancient City Ruins Park and Shibawan Wetland Scenic Belt, with unique location and rich resources. Duan Lian, secretary of the community, said, "Now, the dynamic information of the whole community, from buildings to computers, is available in the district and rural collective' three-capital' information system. In the past, scattered, idle and unattended plots and houses were included in the management, which truly made the family background clear. " On this basis, the community made a scientific judgment, determined to break through, and made great efforts to recover some collective land with low output and scattered leases, and finally formed a "large plot" of nearly 1,000 mu, and optimized and upgraded the infrastructure, thus attracting the innovation complex of Xiaonanwan Township with a total investment of more than 1 100 million yuan. At the same time, the community has attracted two high-end homestays and 1 hotel management companies by using idle houses such as Shuangyang Food, Hongri Health Care and Cuizhu Building, which provides reference for small and micro enterprises and residents to make use of existing houses for transformation and development, and has become a village-level model for revitalizing collective assets and achieving breakthrough development in the whole region.
