The nine action plans of the "369 Talent Project" include the implementation of special measures for medical college graduates, special positions for general practitioners, training of rural medical students with orders, training of grassroots backbone doctors, training of general practitioners for job transfer, upgrading of on-the-job qualifications of grassroots health personnel, standardized training of grassroots resident (general practitioners), counterpart support and assistance from urban and rural hospitals, and sending doctors to the Red Cross Society. Among them, there are 15,3 graduates from medical colleges. For specially recruited graduate students and undergraduates, the provincial finance will give subsidies according to the training expenses during the university period, recruit 2,4 special post general practitioners for township hospitals, and arrange post allowances according to the standard of not less than 4, yuan per year, and train 2,98 undergraduates for rural orders.
