Chapter 2 Preferential Policies Article 7 In addition to all the preferential treatment enjoyed by similar enterprises in the special zone in accordance with the law, enterprises in the bonded zone also enjoy various preferential treatments in the bonded zone stipulated in these regulations. Article 8 When goods subject to license management are transported into the bonded area from abroad, they are exempted from obtaining an import license; when transported into the bonded area from domestic non-bonded areas, customs regulations shall apply. Article 9 Goods entering the bonded zone from abroad are exempt from customs duties, unless otherwise provided by national laws and regulations. Article 10 If goods transported from domestic non-bonded areas into bonded areas and exported through bonded areas meet the conditions for tax exemption or tax refund, tax exemption or tax refund shall be handled in accordance with national regulations. Article 11 Products produced and processed by enterprises in the bonded zone and sold in the bonded zone are exempt from business tax and value-added tax. Article 14 The water, electricity, gas, postal and telecommunications services, communication facilities, etc. required for the production and operation of enterprises in the bonded zone shall be guaranteed by the relevant departments of the special zone with priority. If the relevant departments cause losses to the enterprise due to improper management, they shall compensate for the economic losses in accordance with laws, regulations or contract provisions. Article 15 All administrative agencies in the bonded zone shall handle management affairs within the bonded zone on behalf of the municipal government or its superior authorities in accordance with the law. The approval and registration procedures required by investors and enterprises in the bonded zone shall be handled by the relevant management agencies of the bonded zone within the prescribed time limit. If the application is not handled in accordance with the law or cannot be handled within the prescribed time, the relevant management agency shall give a written reply and explain the reasons. Chapter 3 Management Organization Article 16 The Shenzhen Futian Free Trade Zone Administration Bureau (hereinafter referred to as the Administration Bureau) is established as an agency dispatched by the municipal government to manage various administrative affairs of the bonded zone on behalf of the municipal government.

Article 17 The Administration shall exercise the following powers:

(1) Formulate the development strategy, construction plan and industrial policy of the bonded area, and organize their implementation after approval by the municipal government;
