Decision of Xi People's Government on Amending and Abolishing Some Municipal Government Regulations

I. Amend the following 45 government regulations.

(1) Measures for the Administration of Energy Conservation in XI

1. The word "building" in the second paragraph of Article 4 is changed to "residential building".

Article 29 is amended as: "In violation of the provisions of Article 22 of these Measures, if the construction unit of a fixed asset investment project starts to build a project that does not meet the mandatory standards for energy conservation or puts the project into production and use, the administrative department in charge of energy conservation shall order it to stop construction or stop production and use, and make transformation within a time limit; Productive projects that cannot be transformed or are not transformed within the time limit shall be reported to the people's government at the same level by the department in charge of energy conservation, and shall be ordered to close according to the authority prescribed by the State Council. "

(2) Provisions of Xi prohibiting vehicles transporting highly toxic chemicals from passing through the section of National Highway 108 Heihe River Basin.

1. Amend "GB6944-86" in Article 3 to "GB6944-20 12".

2. Amend "environmental protection and water affairs" in the first paragraph of Article 4 to "ecological environment and water administration" and "sanitation and family planning" to "sanitation and health".

3. The "competent administrative department of environmental protection" in Article 9 is amended as "competent department of ecological environment".

4. Amend the "environmental protection department" in Article 11 to "competent department of ecological environment".

5. Delete Article 14.

(3) Measures for the Administration of Xi Public Security Video Image Information System

1. Amend "development and reform" in the second paragraph of Article 5 to "development and reform", "industry and informatization" to "industrial information", "natural resources and planning" to "resource planning" and "housing and urban and rural construction, urban management and comprehensive law enforcement, transportation, culture and tourism" to "housing construction"

2. Change "development and reform, industry and informatization" in the first paragraph of Article 8 to "development and reform, industrial informatization", and change "natural resources and planning, housing and urban and rural construction, urban management and comprehensive law enforcement, transportation and emergency management" to "resource planning, housing construction, urban management, transportation and emergency management".

3. In the first paragraph of Article 18, "the construction unit shall, within 30 days from the date of acceptance, report the design scheme of the public safety video image information system and the relevant materials for acceptance to other public security organs determined by the local county, development zone or municipal public security organs for the record" is amended as "the construction unit shall actively accept the guidance and supervision of the public security organs".

Delete "its users shall, within 60 days after the implementation of these Measures, file with the public security organs of counties, development zones or other public security organs determined by the municipal public security organs" in the second paragraph.

4. Amend "filing" in the second paragraph of Article 19 to "report" and delete "filing".

5. Delete Articles 32, 33 and 34.

(4) Xi Parking Lot Management Measures
