In China's petroleum system, it is always difficult to downplay the embarrassing role of northern Shaanxi Oilfield. As the so-called Yanchang Oil Company, the first oil well in New China, it has also fallen into a long-standing dispute and a game of interests of all parties.

A retired executive of PetroChina told reporters that at the beginning of the founding of the People's Republic of China, due to the poor benefits of Yanchang Oil Mine (the predecessor of Yanchang Oil), the Ministry of Petroleum delegated the management right of Yanchang Oil Mine to Shaanxi Province. Since then, the Ministry of Petroleum organized Changqing Petroleum Exploration Bureau to attend the Shaanxi-Gansu-Ningxia Petroleum Congress. So far, two petroleum departments with different jurisdictions have been formed in northern Shaanxi Oilfield.

Back in the 1990s, Shaanxi provincial government issued the local oil exploitation policy, and a large number of drilling and production teams from individuals and foreign investors poured into this century-old oilfield, which became increasingly chaotic due to the differences in tax interests of local governments and the diversity of participants.

"After that, the Shaanxi provincial government negotiated with PetroChina to divide the Changqing Oilfield and the blocks that extended the registration of oil mines and hand them over to private enterprises and foreign investors for exploitation. However, due to the vague boundaries, the dispute has never ended. " The above-mentioned retired senior executives of PetroChina said.

The contradiction accumulated for many years broke out around 2002. At that time, PetroChina listed to the State Council the crimes committed by the northern Shaanxi 15 local drilling and production company, claiming that it had occupied more than 9,000 square kilometers of mining area in Changqing Oilfield. The proliferation of private drilling and production companies has also disturbed the order of the oil market, and put forward suggestions to the central government, trying to integrate the oil field resources in northern Shaanxi and attribute the extended oil mines to PetroChina.

However, PetroChina's proposal was opposed by the Shaanxi provincial government. Before the decision-making authorities took action, the Shaanxi provincial government quickly banned private drilling and production companies through low-cost acquisition, and established Yanchang Petroleum in 2005. A new round of game between Changqing Oilfield and Yanchang Petroleum began.

People familiar with the matter told reporters that over the years, due to the intersection of the two companies in Wuqi, Zhiluo, Dingbian and other oil fields, the dispute between the two sides over "grabbing oil" and taking the initiative has never been settled, and the war of words has been staged repeatedly, and workers from both sides even fought.

"In 2009, Changqing Oilfield also organized the' Oil Protection Brigade' to clash with Jingbian Oil Production Plant of Yanchang Petroleum, and smashed the drilling below Yanchang Petroleum." A government official in Jingbian, Shaanxi told reporters.

It is precisely because of this origin that how to coordinate and extend the benefit distribution between petroleum and Changqing Oilfield has always been one of the difficult problems that Shaanxi Province has to face, and the birth of Yan 'an Petroleum has also declared the end of the conflict between the two sides.

"Just like the spirit of instructions conveyed by the (Shaanxi) provincial government, this marks a new stage of cooperation between Shaanxi Province and PetroChina." A person close to the State-owned Assets Supervision and Administration Commission of Shaanxi Province said.
