The introduction of talents is led by the departments of organization, preparation, human society and so on, and the employing units and their competent departments make overall arrangements for implementation.

(A) the introduction of objects and conditions
1. Have People's Republic of China (PRC) nationality, support the Constitution of People's Republic of China (PRC), and have good moral conduct;
2. The age is generally above 18 years old (born on or before September 24, 2002) and below 35 years old (born on or after September 25, 984); Candidates with a bachelor's degree, intermediate professional and technical post qualifications and technician level can be relaxed to 40 years old or below (born on or after September 25th,1979); Applicants with master's degree or above, associate senior and above professional and technical post qualifications and senior technician level can be relaxed to 45 years old and below (born on or after September 25th,1974); Candidates with doctoral degrees and full and senior professional and technical post qualifications can be relaxed to 50 years old or below (born on or after September 25th, 1969). 3. Have a nationally recognized degree and meet other qualifications required for the position to be applied for (if the position requires a degree, it is necessary to provide equivalent academic qualifications; The "equivalent academic ability" mentioned in this Implementation Plan and its annexes refers to the degree corresponding to the academic qualifications used by candidates to apply for positions, the same below); The majors and academic qualifications shown on the applicant's diploma must be consistent with the requirements in the position table (only the majors on the degree certificate are regarded as inconsistent with the position table). Applicants' academic qualifications and majors must be consistent with the information contained in foreign degree certificates issued by the Xuexin.com of the Ministry of Education or the study abroad service center of the Ministry of Education, and the degree information of candidates with degree requirements must be consistent with the information contained in foreign degree certificates issued by the degree network or the study abroad service center of the Ministry of Education, so as to meet the post requirements.

(2) The following persons shall not be registered
1.? Do not adhere to the party's basic line, and do not agree with the CPC Central Committee on major political issues;
2.? Party discipline and administrative sanctions have not been lifted;
3.? Being expelled from public office;
4.? Being dismissed for less than 5 years;
5.? Having received criminal punishment (or reeducation through labor) for committing a crime (including serving a sentence in prison);
6.? Bad behaviors such as moral corruption, hooliganism and theft;
7.? Suspected of violating the law and discipline is under review;
8.? Graduates who are oriented to a specific industry or unit are still in the job at the time of registration (including those who have signed up for the 2020 annual plan);
9.? Civil servants in Qiandongnan Prefecture, staff of institutions managed according to the Civil Service Law, official cadres of institutions (except workers and staff) and those who have resigned for less than 6 months (the calculation time is as of this registration);

This talent introduction is carried out in accordance with the procedures of releasing introduction information, registration, qualification examination and interview (interview, professional evaluation), physical examination, inspection, publicity, approval and employment. (1) Registration and qualification examination
This talent introduction work takes the form of on-site registration. Candidates can only choose one position to register (by the candidates themselves).
Registration and qualification examination time: September 24, 2020 from 9:00 to September 30 17:00.

Registration related materials include:

2. Valid resident ID card, graduation certificate, degree certificate and other qualification certificates required for applying for the post (keep a copy of the original of such materials);
3. A copy of the candidate's registration letter (handwritten signature);
4. Four bareheaded color ID photos with the same bottom;
5. Full-time college graduates in 2020 can provide employment recommendation forms;
6, Kaili city institutions in 2020 urgently needed talent registration statistics roster (this form is filled in by the examination unit).
According to Ministry of Human Resources and Social Security and other seven ministries and commissions' Notice on Implementing Staged "Post-certification" Method for Some Vocational Qualifications (Ministry of Human Resources and Social Security Fa [2020] No.24), the posts that implement "Post-certification" for some vocational qualifications shall be implemented according to this document.
For the application materials submitted by the applicant, the employer and the competent department are responsible for the qualification examination, and those who pass the qualification examination enter the evaluation link. Those who fail to pass the examination shall not enter the review link.
Qualification examination runs through the whole process of talent introduction. If it is found that candidates violate discipline, the materials are not standardized, they provide false information or do not meet the requirements for applying for the position, no matter at what stage, their qualifications for applying for the position will be cancelled.
(2) Expert review
The evaluation is conducted by interview (interview, professional evaluation) (hereinafter referred to as "interview"), which mainly examines whether the main achievements (achievements, patents, papers, awards, etc.) and other relevant materials provided by the participants are true, and examines their comprehensive quality application ability and ability to adapt to the work of the cited positions.
If the number of qualified people in the same position is less than or equal to 35, only interviews (interviews and professional evaluation) will be conducted, that is, the comprehensive score of candidates = interview results. Those with the same interview results will be re-examined, and those with high re-examination results will be included in the physical examination.
If more than 35 people (excluding 35 people) have passed the qualification examination for the same position, they shall be tested professionally first, and then interviewed (interviewed) at the ratio of 1:3; Professional test scores and interview scores account for 50% respectively, that is, comprehensive scores of candidates = professional test scores ×50%+ interview scores × 50%; If the comprehensive scores of candidates are tied for the bottom, candidates with high professional test scores will be listed as physical examination objects. Those with the same professional test scores will be retested, and those with high retest scores will be included in the physical examination.
Interview (professional test) scores and comprehensive scores are rounded to two decimal places.
The evaluation and interview questions shall be determined by the employing unit and the competent department according to the professional needs of the talent introduction post and in accordance with the relevant regulations and procedures. Candidates who directly participate in the interview (interview) can enter the follow-up link only if the interview score reaches 70 or above. The specific time and place of interview (interview, professional evaluation) will be notified separately.
(3) Research and approval
After the interview of talent introduction, organize the human and social departments to summarize and review the relevant information of the candidates to be introduced and submit it to the leading group for research and approval. Approved candidates to be introduced shall sign a talent introduction agreement with the employing unit (or competent department).
After the signing of the agreement, those who refuse to participate in the follow-up links or fail to report to the employer without justifiable reasons will be included in the bad credit record of the personnel examination in Qiandongnan Prefecture in addition to fulfilling the liability for breach of contract, and may not participate in the recruitment examinations of various institutions in Qiandongnan Prefecture within three years.
(4) Physical examination
Referring to the provisions and standards of the physical examination of civil servants, the physical examination items and standards are in accordance with the General Standards for the Physical Examination of Civil Servants (Trial) (Guo Ren Bu Fa [2005]1No.). Operating Manual of Civil Servant's Employment Physical Examination (Trial) and Printing and Distributing Operating Manual of Civil Servant's Employment Physical Examination (Trial) >: Notice on Revision (Ministry of Human Resources and Social Security Fa [2065438+03] No.58), Revision of General Standard of Civil Servant's Employment Physical Examination (Trial) and Operating Manual of Civil Servant's Employment Physical Examination (Trial) (Ministry of Human Resources and Social Security Fa [2065438+) According to the relevant regulations of our province, the physical examination shall be arranged by the human resources department (or the competent department of the employer) of the general hospital at or above the county level, and the physical examination shall be conducted within the specified time and the physical examination conclusion shall be issued. The physical examination conclusions and appraisals of other hospitals will not be recognized. The specific time of physical examination shall be determined separately by the employer and informed to the candidates, and the medical examination expenses shall be borne by the candidates themselves.
(5) Investigation
Those who pass the physical examination are listed as the objects of investigation, and the relevant work is carried out in accordance with the implementation plan and relevant regulations. Those who fail to submit the required academic qualifications, degrees and corresponding qualification certificates for talent introduction positions on June 36+February 36, 2020 will be disqualified from entering the next stage (foreign academic qualifications must obtain graduation certificates and corresponding certificates within the above-mentioned specified time).
(6) Employment approval
Those who pass the registration, interview, physical examination and inspection are determined to be candidates. Publicize the personnel to be hired on the corresponding designated website (see annex) for 7 working days. If there is a report during the publicity period and it is verified that there are serious problems affecting employment, the employment qualification will be cancelled. If it is difficult to verify for a while, it will be verified and concluded before deciding whether to hire.
After publicity without objection, the employing unit shall fill in the Examination and Approval Form for the Employment of Managers and Professional and Technical Personnel in Institutions (in triplicate), submit the relevant materials such as receiving opinions and assessment materials to the competent department, and then report to the Qiandongnan Human Resources and Social Security Bureau for employment examination and approval procedures according to the cadre management authority and prescribed procedures.
At the same time, candidates admitted to several counties (cities, districts) or state-owned institutions (including Kaili College and Qiandongnan National Vocational and Technical College) this year can choose, but they must make a choice before the State Human Resources and Social Security Bureau officially approves the employment. After the National Human Resources and Social Security Bureau officially employs a specific unit, it will no longer be employed by other units.
The employed personnel shall be managed in strict accordance with the employment contract. Graduates hire new employees to work in institutions in our state, and they will be formally hired after the probation period expires and they pass the examination. If the examination fails during the probation period, the employment shall be terminated according to the prescribed procedures and examination and approval authority; Formal employees should agree with the unit on the minimum service life.
In this talent introduction, if the physical examination, inspection, publicity, employment approval and other links are unqualified or abandoned, they will be replenished in turn according to the procedures and conditions stipulated in the implementation plan.
Disciplinary requirements of intransitive verbs
(a) this talent introduction work should disclose information, process and results, and take the initiative to accept the supervision of all sectors of society and relevant departments.
(two) the evaluation experts should strictly abide by the personnel examination discipline and the relevant provisions of this plan, adhere to the evaluation principles and standards, and make an objective, fair and equitable evaluation of the evaluation object.
(three) the evaluation experts and relevant staff shall abide by the provisions of the withdrawal system. Those who participate in the appraisal have husband-and-wife relationship, lineal blood relationship, collateral blood relationship within three generations and close in-laws relationship with themselves, and must be avoided.
(four) the intelligence introduction units and their competent departments should strictly follow the prescribed conditions, standards and working procedures to prevent violations of discipline. If there is any violation of discipline and favoritism in the work, once it is discovered and approved, the qualification of the person to be hired will be cancelled. Discipline inspection and supervision departments will seriously investigate and deal with it, and hold relevant personnel accountable according to relevant regulations.
7. After this talent introduction, the vacant positions can be rolled into the next talent introduction plan to continue to be used (as of February 3, 20201).
