Are all the companies on the cast recruiting online agents?

Generally speaking, there are three kinds of crew recruitment companies, right?

One is government units, maritime safety administration and so on. Have you ever seen it recruit people online? Rarely, basically you have to pass the exam.

The second type is shipowners, who have two ways to send their crew: 1 through an intermediary, and 2/through their own crew. And their own crew members are generally recruited from newly graduated students, and relatively few are recruited outside.

The third is an intermediary company, which cooperates with shipowners to take over the business of recruiting crew members, recruit people from the society and then send them to shipowners' ships to collect management fees and so on. How do you think?
