Article 3 These Provisions shall be implemented by the competent departments of township enterprises at all levels, and shall be supervised by the safety and labor departments at all levels. Fourth governments at all levels should strengthen the leadership of labor safety in township enterprises.

The competent departments of township enterprises at all levels should conscientiously implement the provisions of "managing production while managing safety". Strengthen safety management institutions, enrich full-time (part-time) safety technicians, and effectively manage the safety production of township enterprises. Article 5 The main leaders of township (town), village and township enterprises shall be fully responsible for production safety. Township enterprises should set out from the actual needs, set up safety management institutions or equipped with safety technicians to manage the safety production of their own enterprises. Article 6 The main tasks of labor safety management are: to implement the national laws and regulations on labor safety, formulate safety production systems, operating rules, technical measures and training plans, and supervise their implementation; Carry out safety inspection, urge relevant departments to eliminate hidden dangers of accidents in time, stop illegal command and operation, and have the right to immediately stop operations and evacuate personnel when finding dangerous situations that may endanger personal safety, and report to relevant leaders in time for handling. Seventh new construction, renovation and expansion projects, especially those that are inflammable, explosive and harmful to dust and poison, must declare the product type, production scale, production technology, preliminary design, safety protection measures and the person in charge of the enterprise. Go to the county and township enterprise bureau for review, and obtain the consent of the safety, labor, public security and environmental protection departments at the same level, and then start construction according to the relevant provisions of the state. Safety protection facilities. It must be designed, constructed and put into production at the same time as the main project. Article 8 Workplaces shall be rationally laid out. Equipment, forks and pipelines for producing, using, storing and transporting inflammable and explosive articles must be in good condition, and anti-static facilities should be provided to prevent them from running, running, dripping and leaking.

Fireworks and firecrackers production enterprises should be small and scattered. In the production process, we must adhere to the principle of "a small amount for many times, handle with care, and take it away frequently". It is forbidden to use potassium chlorate with realgar and red phosphorus.
