3 Responsibilities
3.1 The general manager shall designate a person to be responsible for the organization of the property management planning stage, so as to ensure the timely provision of various resources in the property management planning stage.
3.2 the quality management team is responsible for providing beneficial and constructive opinions to the developer from the perspective of property management operation in the early intervention stage, and making records.
3.3 the quality management team is responsible for formulating the property management plan according to the characteristics of the property to be taken over.
3.4 the general manager's office is responsible for coordinating the staffing of the early intervention personnel and the determination and allocation of the staffing of the newly established management office.
4 methods and process control
4.1 property management planning/preparation includes three basic links: early intervention of property management, formulation of property management scheme and establishment of new project property management office.
4.2 Pre-intervention
4.2.1 The role of pre-intervention
A. Improve the use function of the property-put forward constructive suggestions to the real estate company on apartment design, power supply and water supply, sewage treatment, communication network, roads, greening, pipeline direction, service facilities and plane layout in the planning and design stage of new development projects.

4.2.2 ways of early intervention-according to the project development cycle, it can be divided into three stages: early intervention, middle intervention and late intervention.
a. early intervention: the intervention activities from entering the project site to the main construction. Work contents include:
a. Demolition and relocation of temporary buildings on site.
B. on-site environmental sanitation, safety and security, maintenance of office and living equipment, catering and other management work.

4.3 Formulation of property management scheme
