Notice of the Public Security Bureau of Nankang District, Ganzhou City on Strengthening Dog Breeding Management and Regulating Dog Breeding Behavior;

In order to further strengthen the management of raising dogs in our district, standardize the dog-raising behavior, protect the health and personal safety of citizens, maintain the social environment and public order, and reduce the cases of dogs disturbing the people and injuring people caused by raising dogs, we hereby strengthen the management of raising dogs in our district and notify the relevant matters of standardizing the dog-raising behavior as follows:

1. Any unit or individual shall abide by social ethics when raising dogs, and shall not interfere with or infringe upon public interests and the legitimate rights and interests of others, or interfere with the normal life of neighbors and others.

Second, raise dogs in captivity, and try to reduce the noise of dogs, and vaccinate dogs regularly. Please tie up the dog when you go out and put on a mask to prevent the dog from scaring others or hurting people. Take waste paper and dung bags, and clean up the dog dung in time. Please don't let the dog excrete in public places. If stray dogs are found in the park, they will be captured and reported to the relevant departments.

Three, urban dog management by the unified leadership of the government, the public security organs responsible for handling illegal dog raising and killing stray dogs, rabies and other dog management. Agriculture, animal husbandry, urban management, health planning, environmental protection, radio and television departments perform their duties according to the division of responsibilities, cooperate with each other, and work together to control * * *.

4. It is forbidden to raise large dogs and strong dogs in densely populated areas. Dogs that violate the rules will be taken in. Dog owners must abide by the following provisions: dogs are not allowed to enter crowded public places such as institutions, schools, hospitals, parks, river green spaces and squares; When taking a dog out, it should take restraint measures against the dog and be led by an adult; Dogs are not allowed to take public transport other than taxis; Inject rabies vaccine into dogs regularly and on time; Do not engage in dog trading in places other than dog farms and dog trading markets; Engaged in other dog business activities, shall go through the formalities for industrial and commercial registration according to law; If a dog dies, it shall report to the animal husbandry and veterinary department in a timely manner, and carry out harmless treatment under its supervision. Do not dispose of it without permission, and do not discard, peel, eat or sell it at will.

Five, the dog hurts others, the dog owner shall immediately send the victim to the health and medical institutions for diagnosis and treatment, and vaccination of rabies vaccine, the dog owner to advance medical expenses, and bear corresponding civil liability according to law.

Six, give administrative punishment to illegal dog-raising behavior. Disturbing the order of dog management, endangering public safety, affecting social and environmental sanitation, and violating the regulations on dog management, the relevant departments shall give warnings and fines respectively in accordance with Article 71 of the People's Republic of China (PRC) Public Security Management Punishment Law and the Ganzhou Urban Management Regulations; Take in stray dogs and ownerless dogs on the street; All units shall treat dogs with strong dogs, large dogs, dogs with potential safety hazards, stock dogs and dogs without restraint measures as ownerless dogs to be accommodated. When necessary, the competent department will expose the units and individuals that raise dogs illegally and uncivilized.

Seven, dog-raising units and individuals shall actively cooperate with law enforcement agencies to implement dog management, and shall not refuse or hinder law enforcement officers from performing official duties, or obstruct law enforcement officers from performing official duties by means of violence or threats of violence, and shall be punished by the public security organs in accordance with the provisions of the People's Republic of China (PRC) Public Security Management Punishment Law; If a crime is constituted, criminal responsibility shall be investigated according to law.
