Chapter I General Provisions Article 1 In order to strengthen the management of decoration activities, standardize the market order, ensure the quality and safety of decoration projects, and safeguard the public interests and the legitimate rights and interests of the parties and interested parties involved in decoration activities, these Measures are formulated in accordance with the provisions of the Building Law of People's Republic of China (PRC), the Regulations on Property Management and the Regulations on the Safety Management of House Use in Guiyang, and in combination with the actual situation of this Municipality. Article 2 These Measures shall be observed in engaging in decoration activities within the administrative area of this Municipality and supervising and managing the decoration activities.

The term "decoration" as mentioned in these Measures refers to the activities of using decoration materials to decorate the exterior and interior of buildings and structures, including the decoration of public buildings (including glass curtain wall projects) and residential decoration.

The term "decorator" as mentioned in these Measures refers to the construction unit, owner or user who decorates buildings and structures. Article 3 Decoration activities shall conform to the relevant provisions of urban planning, building energy conservation, engineering quality, production safety, fire protection, earthquake resistance, environmental protection, urban management and property management. , shall not harm the national interests, social interests and the legitimate rights and interests of others.

Encourage the adoption of new technologies, new materials and new processes that are environmentally friendly and energy-saving.

Encourage real estate development enterprises to provide new commercial housing decoration finished rooms and single-menu decoration quality rooms, and advocate gradually reducing the supply of blank houses. Article 4 The competent department of housing and urban-rural construction of the Municipal People's Government shall be responsible for the supervision, guidance and management of the city's decoration activities, and its subordinate decoration management institutions shall be responsible for the daily work.

The competent department of housing and urban construction of the people's government at the county level shall be responsible for the supervision and management of decoration activities within its jurisdiction.

Market supervision, natural resources and planning, emergency, ecological environment, comprehensive administrative law enforcement (urban management), taxation, statistics and other competent departments shall, in accordance with their respective responsibilities, do a good job in the supervision and management of decoration. Fifth housing and urban construction departments should strengthen the guidance of decoration industry associations.

Decoration industry associations should strengthen industry self-discipline, carry out industry services and standardize industry behavior. Sixth housing and urban and rural construction departments should publish reports and complaints telephone, and promptly investigate and deal with the reports and complaints received. Report, the complainant left contact information, should feedback the investigation and handling.

Encourage reports and complaints on acts in violation of the provisions of these measures. Chapter II General Provisions Article 7 Enterprises engaged in decoration design, construction and supervision activities in this Municipality shall obtain corresponding qualification certificates in accordance with the law before engaging in decoration activities within the scope permitted by their qualification grades. Eighth professional and technical personnel engaged in decoration activities, shall obtain the corresponding qualification certificate according to law, and engage in decoration activities within the scope permitted by the qualification certificate. Article 9 The materials used for decoration shall meet the relevant design requirements and national standards for product quality, limit of harmful substances and control of combustion performance, and shall be accompanied by the product quality inspection certificate and the product name, specification, model, manufacturer's name, address and scope of use indicated in Chinese.

It is forbidden to use decoration materials that are unqualified in quality, explicitly eliminated by the state, or do not meet the relevant national norms and standards for indoor environmental pollution control. Tenth decoration people should sign a decoration project contract with the decoration construction party according to law. Eleventh dangerous houses shall not be renovated. Twelfth in the decoration activities, prohibit the following acts:

(1) Without the consent of the original design enterprise or the design scheme put forward by a design enterprise with corresponding qualification grade, changing the main body and load-bearing structure of the building without authorization or obviously increasing the load, removing or changing the load-bearing wall, columns, slabs and foundation structure, removing the load-bearing wall or digging closets, doors and windows on the load-bearing wall, increasing the load beyond the design standard, digging holes or expanding holes in the floor structure layer, and reducing the floor elevation of the house, so as to increase the use space of the house;

(2) Changing other rooms or balconies into bathrooms and kitchens, or changing the bedrooms, living rooms (halls) and kitchens of lower-level households into bathrooms;

(three) damage to the original energy-saving facilities or barrier-free facilities of the building;

(four) unauthorized removal or modification of gas pipelines or facilities;

(5) Discharge domestic sewage into rainwater pipes;

(six) without legal approval, unauthorized erection of buildings, structures or changes in the use function, original design elevation, color and appearance format of buildings;

(7) Dismantling the building facilities and building components related to fire safety, or changing the fire prevention distance, fire resistance rating, fire prevention zoning and fire safety evacuation conditions of buildings without the technical examination of fire protection according to law;

(eight) occupying public places or damaging public parts and facilities;

(nine) other acts that affect the structural safety or use safety of buildings and structures as stipulated by laws and regulations. Thirteenth architectural decoration projects involving changes in the main building and load-bearing structure, the decorator shall entrust the original design unit or a design unit with corresponding qualifications to submit the construction drawing design documents before construction, and submit them to the construction drawing review agency for review. Construction drawings and design documents that have not been examined and approved shall not be constructed.
