Official website showed that Zhengzhou Haichang Ocean Park was developed and built by Zhengzhou Haichang Ocean Park Tourism Development Co., Ltd. with a total investment of 3.6 billion yuan from zhongmou county Municipal People's Government, covering an area of 637 mu with a total construction area of 285,000 square meters. The project is developed and constructed in two stages. The first stage mainly consists of six venues, and the second stage mainly focuses on the world ocean experience.

The project mainly builds Ocean Park, Polar Park, three amusement groups to explore the world in the future, ocean theme hotel and marine cultural leisure experience business district, which will become the leading marine cultural tourism destination in the Central Plains after completion.
