I. Basic information

There are 6 1 public primary and secondary schools and kindergartens in our district (including 3 railway children's primary schools in the newly designated area), including 9 middle schools, 50 primary schools and 2 kindergartens. There are 5 1264 primary and secondary school students, including 34,380 primary school students and 6,884 junior high school students (including 4,375 national aided students). There are 2963 faculty members, including primary school 1876 and junior high school 1087.

Second, the main work

In 2002, after our district successfully passed the provincial government's "two basics" evaluation and acceptance, the district committee and government attached great importance to the rectification opinions and suggestions put forward by the evaluation team, conducted in-depth and detailed research according to the central, provincial and municipal "two basics" work arrangements and related instructions, and formulated specific measures to consolidate and improve the "two basics" under the guidance of the provincial and municipal education departments, and paid close attention to the implementation of various rectification work. Especially after the provincial government's "Decision on Strengthening Education" was issued, the district party committee and district government further clarified the top priority of education, regarded running education well as the best embodiment of the party and government's greatest political achievements and ruling ability, strengthened the consciousness that "grasping education means grasping the first resource, grasping the development potential and sustainable development, and grasping the' first priority'", and planned education ahead of time based on the strategic positioning of large education areas and strong education areas. Further increase investment, constantly improve the software and hardware environment of education and teaching, improve the quality of education, promote the consolidation and improvement of the "two basics" work, and make efforts for the overall improvement of education in our region.

At the beginning of each year, district committees and district governments should make special arrangements and arrangements for education. The Standing Committee of the District Party Committee and the Standing Committee of the Government have made many special studies on education, concentrated their main energy and financial resources, rebuilt (expanded) a number of school buildings, updated a number of teaching equipment, solved the staffing of a number of teachers, deepened the reform of the management system of a number of schools, accelerated the integration of educational resources, and significantly improved the school environment and the outlook of the education team. The main leaders of the district committee and government have also visited the school for many times to carry out research, listened carefully to the opinions of the grassroots on the development of the school, found problems in the front line, guided the work in the front line and solved difficulties in the front line through various forms such as grassroots consultation and on-site office. In addition, our district holds a Teacher's Day commendation meeting every two years to commend the advanced collectives and individuals emerging from the education system.

2. Implementation of management system

In the past three years, our district has conscientiously implemented the Notice on Improving the Management System and Related Policies of Rural Compulsory Education, and formulated and issued the Notice on Implementing the County-based Management System of Rural Compulsory Education in * * District, further emphasizing the government's main responsibility for rural compulsory education, clarifying the responsibilities of township (town) governments and sub-district offices, and establishing a county-based and hierarchical management system. A stable and effective rural compulsory education fund guarantee mechanism has been established to realize the "three guarantees", that is, to ensure the timely, full and unified payment of teachers' salaries, to ensure the allocation of public funds for rural compulsory education schools, and to ensure the implementation of funds for the renovation of dilapidated buildings in rural primary and secondary schools. Personnel management authority is under the jurisdiction of the administrative department of education.

3. Implementation of education investment

Our district is a large education area, and the financial burden is relatively heavy. However, the district government has achieved the requirement of "multi-insurance first" in the investment of education funds, that is, to increase the investment in education as much as possible when the financial situation permits; When the economic situation is relatively difficult, ensure the due investment in education; When arranging mobile financial resources and extra-budgetary financial resources, priority should be given to the needs of educational development.

The first is to maintain the "three growth" of the government's financial allocation for education.

-The growth of government financial education funds is higher than the growth of local financial recurrent revenue. The junior middle schools were 145 yuan, 156 yuan and 195 yuan, which increased by 6%, 8% and 25% respectively over the previous year.

Third, the special transfer payment funds for rural tax and fee reform are 1.85 million yuan per year, and the education funds are allocated at the rate of 20% every year to improve school conditions.

4. Implementation of departmental responsibilities

Strengthening departmental linkage and strengthening law enforcement supervision has formed a good environment for the whole society to care about the growth of young people. District labor and personnel departments have intensified efforts to clean up the use of child labor by employers; The judicial department has appointed vice presidents of legal system for schools to strengthen legal publicity and education for young people; Urban management, environmental protection, health, public security, industry and commerce departments and towns and streets coordinated, centralized management of Internet cafes, commercial outlets and bazaars around the school, and purified the surrounding environment of the campus.

In the past three years, the district government, the Education Bureau and schools have raised funds from various sources, and accumulated 92 million yuan by increasing government investment, starting government student loans and absorbing social donations. 1. Optimize the allocation of educational resources and pay attention to the balance of educational development.

In recent years, our district has always regarded the balanced development of compulsory education as the focus of education, made efforts to narrow the gap between schools, and adopted policies and measures to support weak schools, thus improving the overall level of nine-year compulsory education. The first is to catch the team. In 2003 and 2004, 64 school-level leading cadres were adjusted twice, and cadres who have both ability and political integrity, are familiar with education and teaching management, have a spirit of hard work and meet the standards of "four modernizations" were enriched into the leading bodies of weak schools, which effectively promoted the construction of weak schools. The second is the optimal configuration. Implement the adjustment of educational structure, optimize the allocation of educational resources, make full use of the social reputation and resource advantages of famous schools, and implement the leading strategy of famous schools. Accelerate the construction of weak schools, eliminate dangerous buildings in primary and secondary schools in time, and build standard teaching rooms. In the past three years, six schools have been newly expanded (demolished) 18 Middle School, Xiyuan Primary School, Shigang No.1 Primary School, Zhonghua Street Primary School and Ning 'an Road Primary School, with a construction area of 10000 square meters; The dilapidated buildings and walls of Hong Ying Primary School and Xinkailu Primary School were reconstructed. This year, 45 school buildings were renovated and painted, with a painting area of 320,000 square meters; Playgrounds of six schools were renovated. The school's internal facilities are set reasonably and the building is standardized. The fourth is to adjust the layout. The layout adjustment plan for primary and secondary schools was further improved, and Beihoujie Primary School and Ning 'an Road Primary School were merged. At present, the expansion project of Ning 'an Road Primary School is in progress.

Adhere to the principles and policies of "expanding the scale of running schools, establishing high-quality schools, reforming and strengthening schools, and strictly administering schools", and do a good job in the construction of a number of demonstration schools and kindergartens in accordance with the requirements of "setting an example, running schools with characteristics, high starting point and high standards" to further expand the scale of running schools with advantages and key schools. * * * Three primary schools, 1 middle school and two kindergartens were rated as provincial model schools and kindergartens, and six primary schools, 1 junior high school and two senior high schools were rated as municipal model schools. Through foreign cooperation, middle schools actively carry out foreign cooperation and exchanges, and have made outstanding achievements, highlighting the characteristics of running a foreign language.

3. Upgrade experimental equipment and standardize teaching equipment.

Upgrading experimental equipment is an important means and effective measure to consolidate the achievements of "two basics" and accelerate the development of education, and it is also the basic project of "improving quality and increasing efficiency" in education. After the acceptance of the experimental teaching popularization area in our province, our district has equipped high-standard instruments and equipment for primary and secondary schools in accordance with the requirements of "standardized construction, scientific management and efficient use". In the past three years, * * * has added more than 35,000 pieces of teaching instruments and equipment and more than 3,000 pieces of audio-visual teaching equipment to primary and secondary schools in the whole region, which has reached the first-class equipment standard in Hebei Province. At the same time, schools have strengthened the management of experimental process, and the rate of demonstration experiments and group experiments in primary and secondary schools has reached 100%, which has obviously improved the teaching effect.

4. Promote the book work as a whole and realize the high-quality library construction.

Taking the book work as a breakthrough, our district has accelerated the overall construction of the library (room) according to the guiding ideology of "people-oriented, serving teachers and students, serving curriculum reform, building the library into an information center, creating a scholarly campus and promoting the development of teachers and students". Formulated the Plan for Promoting the Construction of Primary and Secondary School Libraries (Rooms) in * * District, and successively invested120,000 yuan to build a number of modern, humanized, open and high-standard libraries. Our district has mainly grasped four aspects: First, it has strengthened the verification and management of teachers' establishment, and established a system of compilation and regular adjustment. The district government shall, in accordance with the principle of "setting posts scientifically and selecting the best candidates", organize education, personnel, editorial office and other departments to approve the establishment of primary and secondary school teachers every two years. According to the actual needs of the school, from 2002 to 2004, the school added 427 students, which ensured the normal education and teaching of the school. Second, actively promote the reform of the internal management system of the school, and implement the principal responsibility system, post responsibility system, teacher appointment system and structural salary system. 2. Actively promote the curriculum reform of basic education.

The new round of basic education curriculum reform is an important measure to comprehensively promote quality education and a key link to improve teaching quality. On the one hand, according to the requirements of the new curriculum reform, teachers of the curriculum reform should be trained in general knowledge and disciplines in time, and training courses 12 should be held. Our college entrance examination results have always been among the best. 3. Actively promote the reform of education evaluation system.

At the same time, targeted measures should be taken to control dropping out of school, strengthen counseling for learning difficulties, train teachers who are not good at teaching, and implement the policy of "reducing, exempting and delaying" education fees for students from poor families to ensure that students can get in, stay and study well. This year, all children of poor families who hold special hardship certificates and enjoy the minimum living guarantee in our district will be exempted from miscellaneous fees and book fees during the nine-year compulsory education. In addition, through government grants, social assistance and personal donations, 226,000 yuan was raised to help 756 poor students. The qualified rate of primary school graduates in our district is 98.5%, and the qualified rate of junior high school is 96%. Focusing on adolescent health education, safety education and food hygiene education, we have established and improved various health protection systems, such as campus environmental sanitation system, detailed rules for the health management of school canteens and students' collective dining, emergency plans for sudden infectious diseases, and preventive measures for infectious diseases.

3. Pay special attention to the construction project of morals and establish a good educational image.

Combined with the "educational activity of maintaining the advanced nature of party member", the activity of "striving for excellent style and first-class performance" was carried out, and the administrative efficiency of educational institutions was obviously improved. We will further promote the construction of professional ethics and fully implement the "one-fee system". Further standardize the financial management of schools, strengthen the management and accounting of daily public funds of schools, implement centralized bidding, centralized procurement and centralized payment for infrastructure projects and bulk purchases, and improve the efficiency and transparency of the use of education funds. Constantly strengthen the scientific, standardized and standardized construction of school internal management, carry out comprehensive management activities of campus and surrounding environment, establish a long-term mechanism for comprehensive management of campus and surrounding environment, and create a safe, stable and healthy environment for educational development.

After our district passed the acceptance of 1997 national literacy work, literacy work gradually transformed into adult education. 28 Airport Road Primary School and 14 Primary School set up a school of spiritual civilization education, offering more than 40 majors such as family education, network knowledge, style, health care, calligraphy, bodybuilding and dance. In the past three years, * * * has trained 25,000 people. Airport Road Primary School was rated as an advanced unit of community education in Hebei Province. Through vocational secondary schools, vocational middle schools, adult schools and reemployment training centers for laid-off workers, various forms of vocational and technical training, vocational transfer training for laid-off workers, practical cultural and technical training for farmers and scientific and technical training are provided to young people. Third, the existing problems and countermeasures

Under the correct leadership of the superior government, especially under the care and guidance of the provincial and municipal education administrative departments, the education in our district has made great progress, and the work of "two basics" has been further consolidated and improved. While affirming the achievements, we are also clearly aware of some problems: First, there is still a gap in education investment, and some school infrastructures need to be further improved; Second, the problem of unreasonable school layout and unbalanced development has not been fundamentally solved. In addition, the number of new residential quarters in our district has increased sharply, and there are more migrant workers. The resulting difficulties in enrollment, school selection and large class size still exist. Third, there are still weak links in the construction of teaching staff, and further efforts are needed in adapting to the new situation, mastering new knowledge and deepening educational reform. In order to solve the above problems, we will focus on four aspects in the future: First, we will further increase investment in education, raise education funds in various ways, continue to expand the scale of running high-quality schools, and at the same time increase the policy inclination for weak schools and improve the overall conditions for running schools. The second is to optimize educational resources, accelerate the pace of layout adjustment of rural primary and secondary schools, and balance educational development. Third, continue to deepen the reform of the school's internal management system, spread it out in an all-round way on the basis of consolidating the pilot, and improve the level of education management. Fourth, persist in scientific research to promote education, encourage and support innovation in education and teaching, establish a multi-level and multi-channel mechanism for teacher training and reserve management personnel training, optimize the ranks of teachers and educational administrators, and comprehensively improve the quality of education and teaching.

The "two basics" work is a long-term process. Persistently grasp the foundation, deepen and create characteristics, constantly consolidate the achievements of "two basics", improve the level of "two basics", and work hard to achieve the goal of "accelerating development, enriching the people and strengthening the region" in our region.
