Chapter I General Provisions Article 1 In order to regulate the order of the gas market, safeguard the legitimate rights and interests of gas users and gas operators, ensure the safety of citizens' lives and property, and promote the healthy development of the gas industry, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the development planning, facility construction, operation, use and safety management of gas within the administrative area of this Municipality.

These regulations are not applicable to the production and import of natural gas and liquefied petroleum gas, the pipeline transportation of natural gas outside the city, the industrial production with gas as raw material, and the production and use of biogas and straw gas. Article 3 The term "fuel gas" as mentioned in these Regulations refers to gas fuels that meet certain requirements, including natural gas (including coalbed methane), liquefied petroleum gas and artificial gas. Article 4 The municipal administrative department is the administrative department in charge of gas management in this Municipality, and is responsible for gas management in this Municipality.

The gas administrative departments of the district and county people's governments and the Administrative Committee of the Development Zone shall be responsible for the gas management within their respective jurisdictions.

Sub-district offices and Township People's governments shall accept the guidance of the administrative department of gas and supervise and inspect the gas safety within their respective jurisdictions.

Development and reform, planning, land, construction, public security, industry and commerce, quality supervision, safety supervision, price, housing management, transportation, meteorology, environmental protection, education and other departments shall, according to their respective responsibilities, do a good job in gas management. Article 5 The development of fuel gas shall adhere to the principles of safety first, overall planning, coordinated development, energy saving and high efficiency, fair competition and standardized service. Article 6 The relevant departments of the municipal, district and county people's governments and the administrative committee of the Development Zone shall establish and improve the supervision and management system of gas safety, publicize and popularize gas laws, regulations and safety knowledge, and raise citizens' awareness of gas safety. Chapter II Planning and Construction Article 7 The municipal gas administrative department shall, jointly with the development, reform, planning and other departments, organize the preparation of the municipal gas development plan according to the national economic and social development plan, the overall land use planning, urban and rural planning, etc. , organized and implemented after the approval of the Municipal People's government.

The district and county gas administrative departments shall, jointly with relevant departments, organize the preparation of district and county gas development plans according to the municipal gas development plan, and report them to the people's government at the same level for approval before implementation, and report them to the municipal gas administrative departments for the record.

The Development Zone Management Committee shall, according to the municipal gas development plan, organize the preparation of the development zone gas development plan and report it to the municipal gas administrative department for the record. Article 8 The municipal, district and county people's governments and development zone administrative committees shall, according to the gas development plan, increase investment in the construction of gas facilities and encourage social funds to invest in the construction of gas facilities. The supporting gas facilities shall be planned, designed and constructed synchronously with the main project of the construction project. Tenth new construction, expansion and reconstruction of gas facilities shall conform to the gas development plan.

The department accepting the license shall solicit the opinions of the gas administrative department when applying for the administrative license of the gas facilities project, and the gas administrative department shall issue written opinions. Without the approval of the gas administrative department, the department accepting the license shall not make a decision on the license.

No unit or individual may obstruct the approved gas facilities project in the construction process. Eleventh units engaged in gas facilities engineering survey, design, construction and supervision activities, should have the corresponding qualifications, and undertake related business within the scope of their qualifications according to law.

The construction, survey, design, construction and supervision units of gas facilities projects shall strictly implement relevant technical specifications, standards and regulations to ensure the quality of gas facilities projects.

The construction unit of gas facilities project shall, in accordance with the relevant provisions of the state, go through the quality supervision procedures of gas facilities project at the quality supervision institution of gas facilities project. Twelfth gas facilities after the completion of the project, the construction unit shall, within fifteen days after the completion of the acceptance, the completion acceptance report and the acceptance documents issued by the relevant departments, reported to the local gas administrative department for the record.

Without acceptance or unqualified acceptance of gas facilities shall not be delivered for use. Thirteenth construction units shall establish and improve the management system of gas facilities archives, and timely hand over the gas facilities archives to the municipal, district and county construction archives and relevant departments. Chapter III Operation and Service Article 14 For gas facilities invested and built by the government, gas operators shall be selected through bidding.

For gas facilities invested and built by social funds, investors can operate by themselves or choose other gas operators. Fifteenth gas business license system. The gas business license is valid for five years.

Enterprises engaged in gas business activities shall, after obtaining the gas business license according to law, go through the registration formalities with the administrative department for industry and commerce, and engage in gas business activities in accordance with the prescribed business scope, duration and scale. Sixteenth gas business license issued by the district and county gas administrative departments and development zone management committee.

The gas business license of pipeline gas business enterprises in Xincheng, Lianhu, Beilin, Yanta, Baqiao, weiyang district and Development Zone shall be issued by the municipal gas administrative department.
