Ordinary colleges and universities can appropriately combine enrollment source areas with graduate employment, and include them in the "targeted employment" enrollment plan according to a certain proportion of the national enrollment plan.

In 1989, the former State Education Commission issued the "Interim Provisions on Targeted Enrollment and Employment in General Colleges and Universities", which clearly pointed out: In order to ensure that areas and industries with difficult working environments can obtain a certain number of graduates, higher education institutions The school implements "targeted enrollment and targeted employment" according to a certain proportion of the national enrollment plan.

The targeted areas are Inner Mongolia, Guangxi, Guizhou, Yunnan, Tibet, Gansu, Qinghai, Ningxia, and Xinjiang. Universities affiliated with the Ministry of Education can also recruit students from departments such as agriculture, forestry, geology, energy, building materials, meteorology, national defense and military industry, and the People's Liberation Army.

Candidates voluntarily fill in the application for targeted employment in colleges and universities and are admitted as targeted students in accordance with relevant policies. They must sign relevant targeted employment agreements with colleges and universities and targeted employment units before registration. The admission of targeted students generally follows the same admission score standard as that of non-directed students. Those who are above the college's admission control score can be admitted on a selective basis within 20 points below the college's admission score.
