In order to reduce environmental pollution, create a good production and living environment, and ensure public safety and people's health, according to the relevant provisions of the Regulations on the Safety Management of Fireworks and Firecrackers and the Regulations on the Prevention and Control of Air Pollution in Xuzhou City, it is decided to ban and restrict the discharge of fireworks and firecrackers in the designated area of Peixian City from June 24, 2022. The relevant matters are hereby notified as follows:

First, the area and time for setting off fireworks and firecrackers are prohibited and restricted.

In the urban designated areas, fireworks and firecrackers are prohibited in areas north of South Ring Road, west of East Ring Road, south of Tianjin Road in Datun Street, east of West Ring Road, Anguo Wetland Park and Qiandao Wetland Park, and fireworks and firecrackers are prohibited all day. The area outside the city's forbidden zone is a restricted discharge zone, and fireworks and firecrackers are prohibited from 22 pm to 7 am the next day.

Two, the following places are prohibited from setting off fireworks at any time.

Party and government organs, medical institutions, schools, parks, shopping malls, theaters, cultural relics protection units, large cultural and sports venues, archives, bazaars and other public places, railway stations, bus stations and other units and their surrounding areas within 50 meters;

Gas stations, liquefied gas stations, units producing and storing inflammable and explosive dangerous goods and their surrounding areas 100 meters;

Radio and television, newspapers, telecommunications, postal services, financial institutions, electricity, communication lines and housing corridors, aisles, roofs and balconies;

Important military areas;

Underground passages, underground commercial streets and civil air defense projects;

Areas and places temporarily adjusted by the county government.

Three, it is forbidden to restrict the division of responsibilities of fireworks management.

The public security organ is the competent department that prohibits or restricts the discharge of fireworks and firecrackers. Emergency management, market supervision, urban management, ecological environment, housing construction, civil affairs, education, meteorology, publicity and other departments according to their respective responsibilities. Do a good job in the management, education and guidance of fireworks and firecrackers according to law. Streets and communities should assist relevant functional departments in implementation.

Four, in the forbidden area, it is forbidden to set off fireworks and firecrackers.

Fireworks and firecrackers of Class A and Class B and professional discharge are prohibited outside the prohibited discharge area.

Five, in violation of the provisions of the punishment of fireworks.

In violation of the provisions of this notice, according to the relevant provisions of the "Regulations on the Safety Management of Fireworks and Firecrackers" in the State Council, it shall be ordered to stop the discharge and impose a fine of more than 500 yuan 100 yuan; If it constitutes a violation of public security administration, it shall be given administrative punishment for public security administration according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law; If losses are caused, it shall be liable for compensation according to law.
