On August 3rd, 2022, the Technical Specification for Safety of Special Motor Vehicles in Yard (Factory) (TSG 8 1—2022) was issued and will be implemented on February 6th, 2022. Special motor vehicles in the field (factory) refer to special motor vehicles that are only used in specific areas such as factory, tourist attractions and amusement places except road traffic and agricultural vehicles, and are divided into two types: motor industrial vehicles (common forklifts, stacking trucks, etc.). ) and off-highway tourist vehicles. Generally speaking, it is some common motor vehicles in factories and tourist attractions.

The biggest change in the new safety technical regulations is that the inspection period of field (factory) machines is changed from one year to two years. After the implementation, the planned inspection equipment is concentrated in odd-numbered years, and only new equipment is added in even-numbered years, which will lead to extremely uneven distribution of equipment in even-numbered years and bring great challenges to inspection, supervision and management of field (factory) machines. In order to deal with various problems after the implementation of the new field (factory) machine inspection regulations, it is convenient for inspectors to better understand, implement and execute the new regulations. On September 27-29, the Municipal Special Inspection Institute sent two field (factory) machine inspectors to Haining to attend the special publicity meeting of the new inspection regulations held by the Provincial Associated Press, and carefully studied the background, principles, general ideas, overall framework, changes of the old and new regulations, etc. It provides directional guidance for the preparation of new work instructions and the development of inspection work. 1.2 Meaning and scope

Special motor vehicles in the field (factory) (hereinafter referred to as field vehicles) refer to special motor vehicles that are only used in specific areas such as factory areas, tourist attractions, amusement places, etc., except road traffic and agricultural vehicles, including motor industrial vehicles and off-highway sightseeing bus.

1.2. 1 factory, tourist attractions and amusement places

Factory refers to the factory, port (wharf), railway freight yard and logistics park with clear management boundaries and engaged in processing and assembly. Tourist attractions refer to areas with clear management boundaries and managed by scenic spots, parks, zoos and botanical gardens. Amusement places refer to areas with clear management boundaries and managed by people's amusement parks and theme parks.

1.2.2 motor industrial vehicles

Motor industrial vehicles in these Regulations refer to forklifts. Forklift refers to a self-propelled vehicle that can be directly operated by the driver (including remote control) and can lift the goods to a certain height through the gantry and fork, including balanced forklift, forward forklift, side forklift, leg forklift, pallet stacker and three-way stacker forklift.
