Overview of Suzhou Industrial Park

Suzhou Industrial Park is an important cooperation project between the governments of China and Singapore. /kloc-0 was established with the approval of the State Council in February, 1994, and started construction in May of the same year. The park is located at Jinji Lake in the east of Suzhou, with an administrative area of 288 square kilometers, three towns under its jurisdiction and a registered population of 260,000, of which the planned area of Sino-Singapore Cooperation Development Zone is 70 square kilometers. Our goal is to build Suzhou Industrial Park into a high-tech industrial park with international competitiveness and a modernized, landscaped and internationalized new city.

As an important cooperation project between the Chinese and New Zealand governments, the development and construction of Suzhou Industrial Park has been highly valued and cared by the CPC Central Committee and the State Council. In the past eleven years, with the joint efforts of both sides, the development and construction of the park has maintained a sustained, rapid and healthy development trend, with the main economic indicators growing at an average annual rate of about 40%, and a total of 25 billion yuan in taxes has been paid to the central government and provinces and cities, creating 3 1000 jobs. At present, with about 4% of Suzhou's land, population and 7% of industrial electricity consumption, the park has created about 15% of the city's GDP, local general budget revenue and fixed assets investment, about 25% of registered foreign investment, foreign investment in accounts and about 30% of total import and export. At the same time, 10,000 yuan GDP consumes 5.9 tons of water and 0.22 tons of standard coal. The GDP per kilowatt-hour is 25 yuan, and the industrial output value is 90 yuan, reaching the world advanced level in the 1990s, initially embarking on a new industrialization road with high output, low energy consumption and no pollution. 1, the industrial structure is more optimized. The park adheres to the road of economic internationalization and new industrialization, and strives to promote high-tech industrialization. Especially in recent years, we have actively innovated the concept of attracting investment and paid more attention to improving the quality and efficiency of projects. Tax source projects, research and development projects, productive service projects and high-tech projects have increased substantially. In 2005, the newly registered foreign capital was 3,865.438 billion US dollars, the actually used foreign capital was 654.38 billion US dollars, and the registered domestic capital exceeded 25 billion yuan. In terms of investment scale, there are more than 60 projects with investment of hundreds of millions of dollars, including 6 projects with investment of more than 654.38 billion dollars. The average investment of projects in this area exceeds 30 million dollars, and 53 Fortune 500 companies have invested in 85 projects in this area. From the industrial level, there are more than 100 high-tech enterprises at or above the provincial level, especially in the fields of integrated circuits, TFT-LCD, automobiles and aviation parts, forming a high-tech industrial cluster with certain international competitiveness. The park has become the largest LCD panel shipping base and chip sealing and testing base in China, and the production capacity of buses and chips ranks among the top three in China.

2. The innovation ability has been continuously enhanced. Over the years, we have always adhered to the road of connotative development, insisted on scientific and technological progress as the foundation of establishing and strengthening the region, and constantly increased our support for scientific and technological innovation. In 2005, we launched the "Leaping Plan" of science and technology to accelerate the pace of scientific and technological development in an all-round way. The investment in science and technology in the whole region has increased from 20% to about 30%, and the contribution rate of scientific and technological progress has reached more than 70%. From the perspective of innovation carrier construction, more than 200,000 square meters of scientific and technological achievements transformation bases have been built, including the National Electronic Information Industry Base, the National Integrated Circuit Industrial Park, the National Animation Industry Base, the National Entrepreneurship Service Center and the National Software Park. Among them, more than 90% integrated circuit design enterprises and 60% pure software R&D enterprises in Suzhou are gathered in the International Science Park. From the cultivation of innovative subjects: actively implementing the strategy of giving priority to science and education, and investing more than 3 billion yuan successively, forming a relatively complete network of basic education, vocational education and higher education. At the same time, it pays attention to the introduction of high-end talents, compound talents and leading R&D talents, and has gathered more than 200 overseas students to start enterprises, more than 50 multinational companies and national R&D and design institutions, 6 postdoctoral workstations and more than 20,000 senior professional and technical personnel. From the perspective of creating an innovative environment, we have successively built a number of innovative functional platforms such as Zhongke Integrated Circuit Design Center, Jiangsu Integrated Circuit Productivity Promotion Center and Suzhou Software Evaluation Center. We have set up special funds in the fields of venture capital, talent training, SME venture guarantee, IC design, software research and development, animation industry, biology and nanotechnology with a total amount of more than 2 billion yuan, and established 10 venture capital institutions in cooperation with Jardine Matheson of Taiwan Province Province and Israeli Unlimited Venture Capital. At the same time, it is the first to establish an intellectual property protection center, and is currently creating a national intellectual property protection demonstration zone.

3. The development of tertiary industry comes from behind. In accordance with the instructions of provinces and cities to accelerate the development of modern service industry, actively promote the "multiplication plan" for the development of service industry in the park: within five years, strive to quadruple the number of three-level brand projects, triple the area of commercial carriers, quadruple the added value of service industry, and increase the proportion of service industry in GDP by 1 ~ 2 percentage points every year. In the past two years, we have made a fuss about "Jinji Lake, Yangcheng Lake and Dushu Lake", giving priority to the development of producer services. Invest more than 20 billion yuan to build more than 600,000 square meters of large-scale production and service facilities such as modern logistics parks, science, technology, culture and art centers and international Expo centers, and build 500,000 square meters of commercial carriers such as left bank commercial street and Jinji Lake commercial plaza. 4. Urban functions have been continuously improved. The development of the park highlights the concept of "people-oriented", better embodies economic development, scientific and technological progress and the harmonious unity between man and nature, and forms a strong comprehensive environmental advantage. Firmly establish the concept of "green park", focus on the renovation and development of Jinji Lake, vigorously implement greening, lighting and beautification projects, actively build an ecological garden city, and successively build a number of supporting commercial service facilities such as Binhu Avenue, Cultural Water Gallery, Hong Fenglin and other open landscapes, cultural tourism, catering and entertainment, with a cumulative increase of green space/kloc-0.70 million square meters, and the green space coverage rate exceeds 45%, which is provided for enterprises and residents in the area. 6. Give priority to the project of enriching the people. We always regard governing for the people and enriching the people as the first responsibility of the Party committee and government, and constantly increase the intensity of enriching the people and strengthening the region, coordinating urban and rural areas and building a new socialist countryside. (1) Pay attention to the coordinated development of districts and towns. In accordance with the requirements of "urban-rural integration", the docking of district and town infrastructure has been accelerated, initially forming a large development pattern of "one body with two wings and north-south echo". In 2005, the fiscal revenue and new contracted foreign capital of the three towns under their jurisdiction accounted for 40% and 54% of the whole region respectively, and the foundation of enriching the people was further consolidated. The comprehensive strength of the three towns under its jurisdiction ranks in the forefront of the city, and Loufeng is also rated as the fourth among the top 1,000 towns in China. 7. Team building has been continuously strengthened. This park is an outpost of reform and opening up. While vigorously developing an open economy, we adhere to the principle of "grasping with both hands and being hard with both hands" and strive to achieve fruitful results in the construction of two civilizations. (1) Strengthen the transformation of government functions. The depth and breadth of China-Singapore cooperation are constantly expanding. At present, more than 1700 people have participated in the new training, and 68 implementation and management measures and rules have been formulated, and a "streamlined, unified and efficient" government structure, "all-process, all-round and all-weather" service system, "openness, justice, fairness" and a transparent and standardized legal environment have been basically established; Through open and democratic channels such as full recruitment, performance appraisal, elimination of the last place and dynamic management, a cadre team with fine business, hard work style, reliability and ability has been formed. (2) Strengthen the construction of the Party's grass-roots organizations. At present, there are 14 party committees, 67 general party branches, 304 grass-roots party branches and more than 2,300 people in party member/kloc-0.
