Detailed Rules for the Implementation of the Recruitment of Ordinary Employees in Shenzhen Institutions Chapter I
Article 1 In order to further standardize the open recruitment of ordinary employees in government agencies and institutions (hereinafter referred to as ordinary employees), these Detailed Rules are formulated in accordance with the Trial Measures of Shenzhen Municipality on Staff Management in Government Agencies and Institutions (DecreeNo. 1). Shenzhen Municipal People's Government 133).
Article 2 Where an organ or institution needs to recruit ordinary employees due to the vacancies of employees approved by the organization establishment department, it shall adopt the method of open recruitment. However, applicants who meet one of the following conditions, and their major corresponds to the position of the person to be hired, can be hired by recruitment:
(a) the position of the applicant belongs to the talent shortage position of the city's institutions recognized by the municipal personnel administrative department;
(2) Having professional and technical qualifications at or above the deputy senior level or senior technician qualifications;
(3) Having obtained a master's degree or above through full-time general higher education;
(4) The staff of government agencies and institutions outside the city are the spouses of registered residents in this city or the spouses of soldiers stationed in Shenzhen who meet the conditions of being embedded in the army.
The catalogue and specific application conditions of talents in short supply in institutions of this Municipality shall be formulated separately by the municipal personnel administrative department.
Article 3 The recruitment of ordinary employees shall, in principle, be for those who have registered residence in this Municipality and hold the Certificate of Basic Quality Test of Ordinary Employees in Shenzhen (hereinafter referred to as the Certificate). Persons who have worked in government agencies and institutions in our city for more than 1 year and have not terminated their employment relationship due to violation of law and discipline shall be deemed to hold the Qualification Certificate within 2 years from the date of termination of employment relationship.
If the personnel specified in the preceding paragraph really can't meet the needs of the post, with the consent of the municipal personnel administrative department, they can only be recruited for local residents and people outside the city who don't hold the Qualification Certificate. Outside the city to apply for ordinary employees, in addition to meeting the job requirements, it should also meet the relevant provisions of the introduction of talents in our city.
Article 4 An application for an ordinary employee shall meet the following basic conditions:
(1) Abide by the Constitution, laws and regulations of People's Republic of China (PRC);
(2) Willing to perform employee obligations;
(3) Having good conduct;
(4) Physical conditions that meet the requirements of the post;
(five) other qualifications that meet the requirements of the post.
Applicants for ordinary employees in professional and technical positions should also have a college degree or above.
Article 5 The municipal personnel administrative department shall be responsible for the macro management, supervision and inspection of the recruitment of ordinary employees in government agencies and institutions in this Municipality.
The district personnel administrative department is responsible for the comprehensive management, supervision and inspection of the recruitment of ordinary employees in local organs and institutions. Authorized by the municipal personnel administrative department, it can also be organized and implemented by the district-owned organs and institutions or their administrative departments in charge of the recruitment of ordinary employees.
Municipal institutions are responsible for organizing and implementing the recruitment of ordinary employees.
