1In August, 958, the whole German district was abolished and two people's communes, Quande and Xulou, were established. 1February, 1992, the district was withdrawn and merged into townships, and the original eight townships were merged into two towns, Quande and Xulou. In March 2006, Anhui Provincial People's Government approved the cancellation of Xulou Town in Suixi County and merged it into Baishan Town. Baishan Town governs 22 administrative villages and 2 farm living quarters.

Baishan Town is located at the junction of the four provinces of Jiangsu, Shandong, Henan and Anhui.
