Must volunteers teaching Chinese as a foreign language be Chinese cooperative universities of Confucius Institute?

That's not true.

Confucius Institute is a non-profit educational institution jointly run by Chinese and foreign countries. Committed to meeting the needs of people all over the world to learn Chinese, enhancing people's understanding of China's language and culture, strengthening educational and cultural exchanges and cooperation between China and other countries, developing friendly relations between China and foreign countries, promoting the development of world multiculturalism and building a harmonious world.

Confucius Institute carries out Chinese teaching and educational and cultural exchanges and cooperation between China and foreign countries. The services provided include: developing Chinese teaching; Training Chinese teachers and providing Chinese teaching resources; Carry out Chinese language examination and Chinese teacher qualification certification; Providing information consultation on education and culture in China; Carry out language and cultural exchange activities between China and foreign countries.

At present, most of the teachers in Confucius Institute are teachers and volunteers who teach Chinese as a foreign language from Hanban School. Chinese teachers in Hanban schools must be in-service teachers who have been fluent in foreign language teaching for more than two years. Teachers and volunteers who teach Chinese as a foreign language should be recommended by the school and selected through Hanban. Most of them are not necessarily senior graduates with master's degrees in teaching Chinese as a foreign language and related majors, nor are they necessarily students with master's degrees in international Chinese education and teaching Chinese as a foreign language.

Therefore, volunteer teachers who teach Chinese as a foreign language are not necessarily Chinese cooperative institutions of the Confucius Institute. As long as they are Chinese institutions specializing in teaching Chinese as a foreign language, they can apply to the state to teach abroad.
