Wenzhou’s high-level talent classification catalog is divided into five levels, namely: domestic and foreign top talents, national leading talents, provincial leading talents, municipal leading talents, and senior talents (respectively represented by A, B, C, D, E to refer to). Mainly include: Nobel Prize winners; winners of the country’s highest science and technology awards; Fields Medal, Turing Award, Pritzker Prize winners; academicians of the Chinese Academy of Sciences; academicians of the Chinese Academy of Engineering, etc.

Wenzhou High-Level Talent Classification Catalog (2019)

Category A

1. International awards such as Nobel Prize, Fields Medal, Turing Award, etc. winner.

2. United States, Japan, Germany, France, United Kingdom, Italy, Canada, Sweden, Denmark, Norway, Finland, Belgium, Switzerland, Austria, Netherlands, Australia, New Zealand, Russia, Singapore, South Korea, Spain Member of the highest academic authoritative institution in India, Ukraine, and Israel (usually member or fellow, uniformly translated as "academician").

3. Academician of the Chinese Academy of Sciences and the Chinese Academy of Engineering.

4. Member of the Faculty and Honorary Faculty of the Chinese Academy of Social Sciences.

5. Winner of the country’s highest science and technology award, first recipient of the first prize for national natural science, national technological invention, and national scientific and technological progress.

6. Outstanding talents in the national “Ten Thousand Talents Plan”.

7. Talents equivalent to the above levels.

Category B

1. Zhejiang Province Special Expert.

2. Changjiang Scholar Distinguished Professor and Visiting Professor.

3. Selected candidates of the national “Hundred Thousand Talents Project”.

4. Young and middle-aged experts who have made outstanding contributions to the country.

5. National “Special Support Plan” (National “Ten Thousand Thousand Persons Plan”) leading talents and young top-notch talents.

6. The second and third achievers of the first prize of the National Natural Science, National Technological Invention, and National Science and Technology Progress Awards, the first achiever of the second prize, and the winner of the Provincial Science and Technology Major Contribution Award.

7. National publicity and cultural system "four batches" of talents.

8. Master of Chinese arts and crafts.

9. Professional managers above the general manager of a secondary company or regional headquarters of an overseas enterprise among the "Global 500 Largest Companies" selected annually by the American Fortune magazine.

10. Winner of the Chinese Skills Award.

Category C

1. Provincial “Special Support Plan” (Provincial “Ten Thousand Thousand Persons Plan”) talents, and municipal “Special Support Plan” outstanding talents.

2. Key funding and first-level training personnel of the provincial “151 Talent Project”, Yangtze River Scholar Young Scholar, and “Qianjiang Scholar” Distinguished Professor.

3. Leader of the provincial leading innovation and entrepreneurship team.

4. Young and middle-aged experts with outstanding contributions to the province.

5. Winner of the National Natural Science Foundation of China Outstanding Youth Fund.

6. The second and third recipients of the second prize of the National Natural Science, National Technological Invention, and National Science and Technology Progress Awards, and the first recipient of the first prize of the Provincial Science and Technology Progress Award.

7. The top 2 winners of China Patent Excellence Award, China Design Gold Award, and Provincial Patent Gold Award (must be patent inventors or designers).

Three categories of conditions: (1) Top three achievers of the second prize of the Municipal Science and Technology Award. (2) Possess more than one invention patent (top three inventors). (3) Participate in the formulation of international and national standards.

10. Other outstanding technical and management talents or urgently needed talents who have been identified by review as equivalent to the city's key development industries at the above-mentioned levels.
