What does it mean to recruit social talents among civilian personnel recruited by the army?

Taking the 20 19 military and civilian examination as an example, the recruits are divided into ordinary college graduates or social talents.

Among them, college graduates include fresh graduates and non-fresh graduates.

1) fresh graduates refer to graduates who graduated in 20 19 and obtained corresponding diplomas and degree certificates before September 30 of that year;

2) Non-fresh graduates refer to graduates who have not implemented their work units during the two-year employment period, whose household registration, files and organizational relations remain in the original graduate school, or who are in graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service institutions at all levels, and public employment service institutions at all levels.

That is, those who do not meet the requirements of "graduates of ordinary colleges and universities" or apply as "social talents".
