"Regulations on the Administration of Police Auxiliary Personnel in Fujian Public Security Organs"

The "Regulations" of Fujian province public security organs auxiliary police personnel management are as follows:

1. In order to improve the efficiency of social governance, standardize and strengthen the management of police auxiliary personnel in public security organs, ensure and supervise police auxiliary personnel to perform their duties according to law, and safeguard the legitimate rights and interests of police auxiliary personnel, these Regulations are formulated in accordance with relevant laws and administrative regulations and combined with the actual situation of this province;

2. These Regulations shall apply to the recruitment, performance, guarantee, management and supervision of police auxiliary personnel of public security organs within the administrative area of this province;

3. The auxiliary police referred to in these Regulations (hereinafter referred to as auxiliary police) refers to the staff recruited and managed by public security organs according to law, who perform their duties as stipulated in these Regulations and provide auxiliary support for police activities and related work of public security organs. Auxiliary police are divided into service auxiliary police and civilian auxiliary police;

4. The local people's governments at or above the county level shall incorporate the construction of auxiliary police into the national economic and social development plan, scientifically allocate auxiliary police according to the social security situation and police force allocation, and strictly control the scale. The local people's governments at or above the county level shall include the auxiliary police's salary and welfare, equipment and clothing configuration, education and training, daily management and other funds in the fiscal budget at the same level, and fully guarantee them.

In order to standardize the management of police auxiliary personnel, ensure the rational use of police auxiliary forces according to law, safeguard the legitimate rights and interests of police auxiliary personnel, and give full play to the auxiliary role of police auxiliary personnel in public security work, these measures are formulated in accordance with relevant laws and regulations and the Opinions of the General Office of the State Council on Regulating the Management of Police Auxiliary Personnel in Public Security Organs, combined with the actual situation of this province.
