Why is Ningbo High-tech Zone not compiled?

According to relevant information, Ningbo High-tech Zone has not been established because, according to the policy of the pilot reform of national parks, economic development zones and high-tech zones should implement de-administrative reform and corporate operation. This means that all the civil servants who used to work in the CMC are sealed up, all of them are managed by appointment system, and all positions are competitive for posts, gradually forming a situation of "those who can go up and those who are mediocre". Therefore, Ningbo High-tech Zone has not been compiled.
