In order to fully implement the talent development plan, strengthen the high-level talent reserve, continuously optimize the talent team structure, and at the same time strongly support and encourage talents to go to the countryside to promote rural revitalization, combined with the needs of economic and social development in our region, we decided to openly introduce high-level talents to the society. The relevant matters are hereby announced as follows:
I. Introduction Plan
In 2022, the old city plans to introduce 45 high-level talents. For details, please refer to the professional plan for introducing high-level talents in the old city in 2022 (attachment 1).
Second, introduce the object.
Doctoral and master's degrees in domestic ordinary colleges and universities should be previous graduates (excluding orientation students and entrusted students), and overseas students certified by the study abroad service center of the Ministry of Education should be previous graduates. Doctoral and master students must obtain a bachelor's degree in general higher education (excluding undergraduate courses). At least one graduate student or undergraduate graduate school among the imported graduate students is a well-known university at home and abroad (the second round of the country in 2022 147 "double-class" universities announced by the Ministry of Education or the top 300 universities in the world in 2022QS issued by QuacquarelliSymonds, an international higher education research institution) (see Annexes 2 and 3 for the list of well-known universities at home and abroad). Post 22 16, post 22 17 and post 22 18 are not restricted by the above famous universities at home and abroad.
Third, the introduction conditions
(1) The applicant shall meet the following conditions:
1. Have People's Republic of China (PRC) nationality, support People's Republic of China (PRC)'s Constitution, support China's leadership and socialist system;
2. Have good political quality and moral conduct;
3. Have the physical conditions and psychological quality to perform their duties normally, and meet the medical examination standards for civil servants;
4. Have the ability to work in line with the requirements of the post;
5. Previous doctoral and master's graduates of domestic ordinary colleges and universities must obtain academic degree certificates of the majors used for registration, and the professional names displayed in the graduation certificates must be consistent with those listed in the "Professional Plan for Introducing High-level Talents in Old Cities in 2022"; Previous graduates' foreign doctoral and master's degrees must be certified by the Service Center for Studying Abroad of the Ministry of Education, and the majors shown in the academic degree certificate must be similar to those listed in the professional plan for introducing high-level talents in the old city in 2022. Whether they meet the qualification for the examination is determined by the leading group for introducing high-level talents in the old city. Fresh graduates must obtain the registered academic certificates and degree certificates before July 3, 20221;
6. Doctoral students 18 years old and under 35 years old (1born between June 1986 and June 2004), master students 18 years old and under 30 years old (19/born between June 1986 and June 2004);
7. The hired personnel shall provide proof that the current work unit agrees to apply for the exam;
8. Have other qualifications required by the position to be hired and other conditions stipulated by laws and regulations.
(2) In any of the following circumstances, registration shall not be granted:
1. On-the-job staff of government agencies and institutions in the old city;
2. Persons who have received criminal punishment or are under investigation for suspected crimes;
3. Persons who have been expelled from the Party in China;
4. Persons who have been expelled from public office or school status;
5. Persons affected by admonition, organizational treatment, discipline and administrative sanctions. , or is under disciplinary review, supervision and investigation;
6. Persons who have been found to have serious violations of examination and employment discipline such as fraud in the civil service examination and the open recruitment examination of public institutions;
7. Persons who are included in the joint disciplinary object of dishonesty according to law;
8. Persons who are not allowed to apply for other circumstances of public institutions according to laws and regulations.
Fourth, introduce the procedure.
(1) Online registration and qualification examination
1. Submit the registration application. Registration is conducted online (online registration technical service telephone number: 19 139755668), and on-site registration is not accepted.
From 9:00 on June 9, 2022 to 5: 00 on June 2022 15 and 17:00 on June 5, 2022, candidates log on to the website of the people's government of the old city (/) and enter the online registration system through the online registration portal or directly enter the registration system (/), fill in personal registration information and upload photos, ID cards, etc. as required. Uploaded photos should comply with the system regulations: clear and undistorted, one-inch or two-inch recent bareheaded front photos, red background, blue background and white background, JPG format. When using the picture software, the picture size is 130 pixels wide and 160 pixels high. The final effect is based on the output size. The aspect ratio is about 1.3 1.6, and the pixel size is within 200kb. The second-generation ID card or temporary id card used in registration and examination must be consistent. You can't use the old and new ID numbers to register at the same time and upload the front and back ID cards. The employed person uploads a scanned copy of the Certificate of Admission to the Examination (Annex 4) stamped with the official seal of the unit and signed by the person in charge of the personnel management authority unit. Applicants must apply according to the personal information displayed in their ID cards, academic degrees and other related documents, and those who practice fraud shall be dealt with in accordance with the Provisions on Handling Disciplinary Acts in Open Recruitment of Institutions.
2. Preliminary qualification examination. The preliminary qualification examination and registration are carried out simultaneously. Those who have passed the qualification examination can no longer apply for other positions, and the registration information cannot be modified once submitted.
Before the registration deadline (June, 2022 15, 17:00), those who fail the exam can apply for other positions before the registration deadline. If the application information is incomplete or the electronic photos do not meet the requirements and are rejected, the applicants should supplement and improve them in time before the registration deadline, and submit them for review again as required. After the registration deadline (June 2022 15, 17:00), all applicants cannot modify and submit their registration information. This registration is free.
3. Qualification examination runs through the whole process of introducing high-level talents. The relevant materials provided by candidates must be true, accurate, complete and effective. Those who do not meet the qualifications for registration, provide false materials or violate the provisions on job introduction will be disqualified immediately.
4. If the number of applicants does not reach the ratio of 3: 1, the post introduction plan will be reduced in proportion. After the study of the leading group for the introduction of high-level talents in the old city, the reduced number of job plans will be adjusted to other positions, and the announcement on the adjustment of the introduction plan will be released to the society in time.
(2) written examination
1. In principle, there is no written test for the introduction of high-level talents, and the candidates are determined through interviews. If the number of people who have passed the preliminary qualification examination reaches the ratio of 10: 1 or above, the post written examination (doctoral students are exempted from written examination) must be conducted after the introduction of high-level talent leading groups in the old city. The written test is conducted by unified proposition, unified organization and closed-book examination. The written test content is the public basic knowledge and administrative ability test, with a full score of 100.
2. After the online registration and preliminary qualification examination, the post information that needs to take the written test will be announced, and candidates are requested to pay attention to whether the position they apply for needs to take the written test in time. Before the written test, candidates who take the written test need to log in to the station again and download and print the admission ticket themselves. Please pay attention to the post information of the written test, the specific time to print the admission ticket and the specific time and place of the written test in time (/).
3. For positions that require written examination, the interviewer shall be determined according to the ratio of 1:5 according to the written examination results of the same position from high to low (excluding doctoral students), and the final written examination results will enter the interview together. If the number of written tests for individual positions does not exceed the planned number of positions to be hired, those with a score of 60 or above can enter the interview.
(3) Qualification confirmation and interview
1. Candidates who enter the interview are required to confirm their interview qualifications before the interview, and the candidates themselves submit materials on the spot, and the agency of other personnel is invalid. If the qualification is not confirmed within the specified time, it will be deemed as an automatic waiver of the interview.
After the interview qualification is confirmed, if the number of people who pass the interview does not reach the ratio of 3: 1, the number of plans will be reduced or the number of imported posts will be cancelled, and the reduced number of imported plans will be adjusted to other posts, and an announcement on the adjustment of imported plans will be issued to the society in time.
The interview was conducted in a structured way. It mainly tests the comprehensive quality and potential ability of interview candidates, including but not limited to logical thinking ability, organization and management ability, ability to analyze and solve practical problems, language expression ability, interpersonal communication ability, improvisation ability, emotional stability of manners and instruments, etc. The interview score is 100, and the score below 75 is not allowed to enter the next link. If the number of interviewees in individual positions does not exceed the planned number of positions to be hired, the interview scores of candidates must reach the average score of all interviewers in the same interview examiner group.
The total score of candidates who need written test and interview is: written test score ×50%+ interview score × 50%; The total score of candidates who only conduct interviews is the interview score. Candidates' written test scores, interview scores and total scores are kept to three decimal places (rounded off).

(4) Physical examination and inspection
1. According to the total score of each post, the physical examination will be organized from high score to low score according to the ratio of 1: 1.5 (rounded). The physical examination standard shall be implemented with reference to the current General Standard for Physical Examination of Civil Servants. Matters related to physical examination will be notified through the website of the people's government of the old city. Those who fail to attend the physical examination at the specified time and place shall be deemed to have given up automatically. Vacancies caused by candidates voluntarily giving up medical examination or failing medical examination will be filled from other candidates who apply for the same position in the order of high score to low score. The list of qualified medical personnel will be publicized on the website of the Old Town People's Government (/).
2. According to the publicity of physical examination, from those who have applied for the same position and passed the physical examination, the investigation will be organized in the order of 1: 1 according to the total score from high to low. The investigation was conducted by individual conversation, field investigation and file review. This paper mainly examines the ideological and political quality, moral quality, professional ability and work performance of the talents to be introduced, and examines whether their qualifications for the examination and the relevant information materials submitted are true and accurate. Vacancies caused by candidates voluntarily giving up the inspection or failing to pass the inspection can be filled from those who have applied for the same position and passed the physical examination, according to the order of the total score from high to low.

(5) Publicity and employment

2. At the expiration of the publicity period, if there is no objection to the proposed talents or the investigation does not affect the employment problem, the leading group for the introduction of high-level talents in the old city will study and determine the specific allocation unit and go through the employment procedures. The talents to be introduced will not be employed if they have not obtained the registration diploma or degree certificate before July 3, 20221. The introduction of talent has signed a labor contract or employment agreement with the original work unit, and I am responsible for the termination of the original work unit. The talents to be introduced should report within 5 working days after receiving the notice, and those who fail to report within the time limit will be disqualified.

1. All the imported talents are arranged to work in the financial all-supply institutions in the old city, and they are managed by special staffing. The probation period is one year. Those who pass the examination after the probation period are officially employed, and those who fail the examination are cancelled. The minimum service life of imported talents is five years (including the probation period of one year). During the minimum service period, imported talents shall not be transferred from the old city. During the service period, the Organization Department of the District Party Committee will arrange on-the-job training and send people to participate in the work of the center according to the needs of the work. The introduction of outstanding talents, in accordance with the relevant provisions of the selection and appointment of cadres, can give priority to promotion, reuse or exceptional promotion.
2. If the spouse who introduces talents is willing to work in the old city, the relevant departments of the district and the employer shall coordinate and arrange the corresponding work according to the nature of the work of the original unit. If it can't be solved temporarily, the employer will arrange work for it through the government's purchase of services.
3. Arrange talent apartments for talents who meet the application and access conditions of the "Measures for Housing Subsidies for Introducing Talents in the Old City (Trial)".
4. During the service period, master degree talents can enjoy a special subsidy of RMB 1 10,000 per month (60,000 yuan in five years), and doctoral degree talents can enjoy a special subsidy of RMB10.5 million per month (90,000 yuan in five years) on the basis of the living allowance issued in accordance with the Implementation Measures for Living Allowance for Newly Introduced Doctoral Students in Luoyang (Trial). The introduction of high-level talents shall not be transferred during the service period, and those who leave their posts without authorization shall be given a one-time refund of special subsidies for talents.
Discipline and supervision of intransitive verbs
If the introduced high-level talents fail to participate in any link such as registration, written examination, qualification confirmation, interview, physical examination, inspection and registration within the specified time, they will be deemed to have given up automatically. The applicant shall be responsible for the authenticity of the information submitted. Anyone who finds fraud or violates the examination discipline and employment discipline will be disqualified from the examination and employment.
