Helping laid-off workers with old age, low skills, weak re-employment ability and difficult life to find jobs has become a key task of re-employment in Heilongjiang Province. It is understood that in order to develop public welfare jobs, at the beginning of this year, the government funded the purchase of most public welfare jobs, and vigorously helped the poor people to find jobs again. At the beginning of the year alone, Harbin developed 2000 traffic coordinator posts. In the development of public welfare jobs in various cities, governments at all levels have invested in the development of community security, cleaning and green protection jobs to solve the employment problem for the poor. Nangang district, Harbin builds a platform with the government to develop 12 entrepreneurial projects and resettle older laid-off workers; Daoli District has adopted the way of government coordination and enterprise operation, and introduced a number of convenience and environmental protection projects such as "breakfast project", "waterless car washing" and "green vegetable distribution", which has enabled a large number of laid-off and unemployed people to find jobs again. In order to resettle the "4050" personnel, Qiqihar Municipal Government has established demonstration bases for re-employment of cattle and pigs in Fuyu and Gannan counties, which has opened up new employment opportunities for laid-off workers.

The government and relevant departments provide employment information for the poor free of charge and encourage these vulnerable groups to start their own businesses. This year, our province held four job-seeking conferences for 10,000 people. At the autumn job fair of the 10,000-person Re-employment Conference held in mid-September, more than 500 enterprises participated in job recruitment, providing more than 20,000 jobs, and reached more than 2,000 negotiation agreements that day. On the 25th of this month, the provincial labor and social security department and other units held the "autumn 2003 job fair for 10,000 people" again to provide jobs for the unemployed and send employment information.

This year, the provincial government established a reemployment assistance system to provide special help and services to those who have difficulties in finding jobs. Public employment agencies at all levels implement "one-stop" employment services such as job registration, career guidance, job introduction, training application, appraisal declaration, file management and social insurance. As long as the poor people hold the re-employment concession card, they can enjoy all the free employment services, and all kinds of meticulous services provide the "4050" personnel with opportunities for re-employment. In terms of policy support for the poor groups, the government sent funds to the disadvantaged groups, providing the necessary financial guarantee for the poor groups to start their own businesses. As long as the eligible poor people have feasible projects and do not need bank mortgage, the government can guarantee them to apply for small loans. By the end of September, 997 people had been granted small loans with a loan amount of 654.38+0.4835 million yuan. Shuangyashan issued 238 micro-loans with a loan amount of 4.346 million yuan.

In September, the government put forward ten activities to benefit the people and did 33 practical things, which provided more convenience for the poor people to find jobs again.

As an important content and way of re-employment assistance, the "Five Deliveries" activity has effectively helped more vulnerable groups achieve employment. Since the beginning of this year, Mudanjiang has developed 6,000 public welfare posts such as traffic co-management, road cleaning, logistics support, community cleaning and community security, and the leaders personally delivered labor contracts to 4,067 "4050" personnel. Shuangyashan City resettled "4050" personnel 1000 people through measures such as providing goose chicks free of charge by the government and free epidemic prevention throughout the whole process. Through the activity of "I'm looking for a job for laid-off workers", Daqing City made all the cadres of municipal and district organs and department-level cadres connect with the laid-off workers in difficulty, and Hegang resettled "4050" personnel through retirees employed by government organs and institutions, freeing up more than 1000 jobs.
