Announcement No.70 of Harbin Municipality's Response to novel coronavirus Command

In view of the short incubation period, rapid spread and strong infectivity of imported epidemic in our city, the situation is severe and complicated, which increases the difficulty and uncertainty of epidemic prevention. For rapid, timely and efficient disposal, the municipal headquarters decided to further strengthen the epidemic prevention and control measures after comprehensive judgment by the expert group. The relevant matters are hereby announced as follows:

First, strictly control the flow of personnel.

1. People from Daoli, Daowai, Nangang, Xiangfang, Fangping and Songbei. Don't leave the main city. If it is really necessary to leave the main city, it is necessary to carry out two negative nucleic acid tests within 48 hours and pass the green code of "Longjiang Health Code".

2. Anyone who has lived in a city with high or medium risk suggests postponing coming to Kazakhstan and returning to Kazakhstan. If you really need to come to Kazakhstan, you should report to the community, hotel and unit where the destination is located 48 hours in advance, and implement closed-loop isolation medical observation measures after arriving in Kazakhstan.

3. "3+4" health monitoring shall be implemented for people arriving in Kazakhstan in cities without epidemic situation outside the province. That is, stay at home or stay in a hotel on day 1-3, and do self-health monitoring on day 4-7. During this period, don't have dinner, get together, participate in party activities, go to crowded places or take public transportation.

Second, strict management of key institutions.

1. All kinds of commercial stores, business premises, hotels, tourist attractions, religious sites and institutions should strictly implement "code scanning, temperature measurement and wearing masks" and check the negative certificate of nucleic acid detection within 48 hours. Employees should wear N95 masks regularly, and the number of customers accepted instantly in crowded places and closed spaces should not exceed 50% of the maximum carrying capacity.

2 welfare institutions, pension institutions, mental health institutions, public security and judicial administrative supervision institutions shall implement closed management.

3. nangang district, Xiangfang District and Pingfang District shall suspend the operation of some places with dense personnel and closed space, and the specific control measures shall be implemented according to the provisions of the territorial headquarters.

Third, strictly limit the polymerization activities.

1. Temporarily hold large-scale meetings, forums, performances, exhibitions, promotions and other assembly activities.

2. Stick to simple weddings and funerals, and don't hold banquets. Funeral activities should be reported to the local community in time.

3. Advocate residents not to gather, get together or have dinner.

Fourth, strictly control all kinds of risk areas.

1. In high-risk areas, "never leave home, provide door-to-door service", in medium-risk areas, "people don't leave the area, take things at the wrong peak", and in low-risk areas, "personal protection, avoid gathering".

2. The temporary control area is completely closed, and other personnel and vehicles are prohibited from entering and leaving except for special circumstances such as epidemic prevention and control, emergency rescue, garbage removal and residents' medical treatment.

Fifth, strictly do a good job in external defense investment.

1. All people who arrive and return to Kazakhstan across the region will be tested for nucleic acid on the ground according to the principle of "voluntariness, freedom, taking away and unrestricted mobility".

2. In areas with high risk of epidemic spillover, passengers and colleagues of freight vehicles coming to Kazakhstan and returning to Kazakhstan were tested for landing nucleic acid and antigen.

3. Implement "hand in hand" closed-loop management for all direct entry personnel and home health inspectors who return to Kazakhstan after the first entry quarantine period, and strictly implement relevant quarantine control policies.

Six, strictly implement the "four responsibilities"

1. All levels, all trades and departments, all market players and the general public should strictly follow the requirements of epidemic prevention and control, and strictly compact the responsibility of territorial prevention and control, industry supervision, unit main responsibility and personal protection. Those who neglect their duties, fail to manage properly and fail to comply with epidemic prevention regulations will be seriously investigated for responsibility according to the law and regulations.

2. The general public should earnestly enhance their awareness of prevention and adhere to the principle of "wearing masks, washing hands frequently, ventilation and not gathering". If you have fever, dry cough, fatigue, dry throat, sore throat, decreased sense of smell, diarrhea and other symptoms. Don't take medicine by yourself. You need to wear a mask and go to the nearest fever clinic of a medical institution for investigation and treatment as soon as possible. Avoid taking public transportation during the treatment and take the initiative to inform the residence history.

This announcement shall come into force as of the date of promulgation, and matters not covered herein shall be implemented according to Announcement No.69 of the Municipal Command.
