Internal organizations of Cixi Education Bureau

Based on the above responsibilities, the Municipal Education Bureau has 7 functional departments:

(1) Office (branded as Administrative Approval Section)

Comprehensive Coordination Bureau Agency Administration Affairs;

Responsible for important meeting affairs and supervision of important matters;

Responsible for secretarial work, information, letters and visits, archives, assessment, security, publicity and financial management;

Responsible for handling suggestions from National People's Congress deputies and proposals from CPPCC members; drafting the city's education development plan and education system reform plan and organizing their implementation;

Drafting relevant comprehensive documents;

Responsible for and guiding the city's education administrative law enforcement work, promoting administration according to law and running schools according to law; taking the lead in handling education administrative reconsideration and litigation and other related matters of the bureau in accordance with the law; taking the lead in administrative approval work; responsible for formulating and implementing the administrative approval rules and regulations of the department , management measures and approval standards;

Responsible for the acceptance, review, licensing, approval, service, etc. of administrative licensing and non-administrative licensing matters in the department, and conduct regular evaluations; responsible for the informatization of education in the agency.

(2) Personnel Department

Plans and guides the construction of teachers in primary and secondary schools in the city; is responsible for the recognition of teacher qualifications in the city according to authority; is responsible for a series of teacher majors

Responsible for the evaluation and recruitment of technical positions; responsible for the personnel, labor wages, organizational establishment, assessment, rewards and punishments of faculty and staff in all types of schools (units) at all levels in the city; guiding the reform of the educational personnel system and the reform of the school's internal management system; responsible for teacher recruitment;

Guide the management of retired personnel in the system; be responsible for the party building work of directly affiliated schools (units);

Guide the ideological and political work of faculty and staff in primary and secondary schools (units);

Responsible for the construction of cadre teams of directly affiliated schools (units) and town-level schools; responsible for personnel file management; formulating and implementing continuing education plans and annual training plans for in-service teachers; responsible for the cultivation and training of principals of primary and secondary schools in the city.

(3) Planning and Finance Section

Formulate annual enrollment plans for municipal schools; guide campus planning, school building construction management and educational asset management;

Inspection Renovation of dilapidated buildings in primary and secondary schools across the city; participate in the formulation of education funding, education appropriations, education infrastructure investment and education charging policies and measures;

Prepare budgets and final accounts of directly affiliated schools (units); guide and supervise the management of directly affiliated schools (units) )'s financial audit work;

Responsible for the statistical work of the city's education undertakings; guiding the logistics reform of directly affiliated schools and the comprehensive development of the city's educational resources;

Responsible for educational collaboration and counterpart support and poverty alleviation work; cooperate with the public security and fire department to supervise school fire safety.

(4) General Education Section

Comprehensively manage the city’s basic education and special education work; coordinate the preparation of the city’s nine-year compulsory education and general high school education development plans and annual plans; coordinate the preparation Enrollment plan for ordinary high schools in the city;

Supervise the implementation of teaching plans and guide teaching reforms in ordinary primary and secondary schools and special education schools; guide information technology education, audio-visual education and book reading work in ordinary primary and secondary schools;

Guide moral education work, youth science popularization, labor and technical education, national defense education and social practice activities in primary and secondary schools;

Organize, guide and inspect physical education, art education and health care work in primary and secondary schools in the city; guide and manage society Responsible for the business work of basic education schools organized by force; responsible for student safety; guiding, coordinating and supervising the safety and stability of basic education schools in the city;

Responsible for responding to emergencies in basic education schools; cooperating with the public security and traffic police departments Carry out school bus safety supervision;

Undertake the daily work of the Municipal Language and Writing Committee.

(5) Vocational Education

Manage, guide and coordinate the city’s secondary vocational education and lifelong education; formulate development plans for secondary vocational education and lifelong education, and guide their implementation; The authority is responsible for the review and approval of the establishment, merger, and change of secondary vocational schools, adult education schools, and community education institutions;

Coordinate with the preparation and enrollment of vocational school enrollment plans;

Do a good job in the student status management of secondary vocational schools according to the authority; coordinate the establishment of secondary vocational education majors;

Guide the education, teaching and school-enterprise cooperation of secondary vocational schools;

Guide employee education, farmer education, community education, lifelong education and other work;

Responsible for the business and management of continuing education and social and cultural education organized by social forces;

Guide, coordinate and Supervise the safety and stability of vocational education and adult education schools in the city; be responsible for responding to emergencies in vocational education and adult education schools; guide and manage the relevant work of various educational institutions run by social forces.

(6) Preschool Education Department

Manage and coordinate preschool education business work; guide preschool education teaching and scientific research work;

Formulate the city’s preschool education development plan, and Guide implementation; assist relevant functional departments in the approval and annual inspection of various kindergartens;

Assist relevant functional departments in the management and professional training of preschool education faculty and staff;

Assist Carry out external exchanges and cooperation in preschool education; guide, coordinate and supervise the safety and stability of kindergartens in the city;

Responsible for handling emergencies in kindergartens.

(7) Supervision Section

Be responsible for the daily work of the municipal government’s education supervision office; formulate education supervision plans and evaluation standards, and organize their implementation;

Responsible for the Relevant departments, towns (subdistricts) and schools supervise, inspect, evaluate and guide the implementation of education laws, regulations and policies;

Responsible for the inspection and acceptance of popularizing compulsory education and eliminating illiteracy among young adults.
