Next, on behalf of the leading group of Traffic Police X Brigade, I will report to the leader the traffic management and team building of our brigade this year.

20 1 1 throughout the year, our brigade closely focused on the traffic management work of the Traffic Management Bureau, followed the overall working idea of "grasping the team, leading the team, managing order, preventing accidents and promoting safety", thoroughly implemented the spirit of the 17th National Congress of the Communist Party of China, paid close attention to the key tasks such as "Olympic security" and "double welcoming and double creating", and made every effort to prevent and reduce road traffic accidents and carry out in-depth traffic development.

First, selfless dedication, tackling difficulties, and making every effort to ensure safe and smooth road traffic;

Since the beginning of this year, under the unified leadership of the Traffic Management Bureau, our brigade has made rapid response, advanced deployment and careful planning, made every effort to ensure the smooth and orderly road traffic safety in its jurisdiction, and successfully completed various traffic safety guarantee tasks.

First, under the leadership of the brigade, all the police of the brigade fully carried forward the tenacious style of selfless dedication and continuous fighting, and cared for the "big family" at the expense of the "small family". All the police worked hard and continuously, fighting day and night in the front line of road traffic, and successively won many traffic security and smooth battles such as snow resistance, Olympic torch relay, Olympic security and the fourth World Urban Forum.

Second, according to the relevant work arrangements of the Traffic Management Bureau, the brigade decomposes the mission objectives of creating a national civilized traffic city, refines the plan, defines measures, and implements the responsibilities, and establishes a three-level contract responsibility system for the brigade leader to set the squadron, the squadron to set the contract responsibility area, the police to set the intersection and the road section. In all contracted areas, intersections and road sections, the accountability system of "who is in charge, who is responsible, who is deducted and who is responsible" is earnestly implemented, and the civilized intersection management is comprehensively carried out. Especially during the comprehensive evaluation of the Central Civilization Committee from September 20 to 27, all 95 policemen of our brigade gave full play to their tenacious style of not being afraid of hardships and tiredness. All the policemen devoted themselves wholeheartedly and went all out to fight continuously at 16 civilized demonstration intersections and main roads for future reference, such as Zhongshan North Road, Jiangdong North Road, Rehe South Road and Jianning Road, actively carried out traffic management, and strictly controlled pedestrian and non-motor vehicle crossing signals and motor vehicle chaos.

According to statistics, since the beginning of this year, with the active leadership of the brigade leaders and the joint efforts of all the police, our brigade has successfully completed 168 traffic security tasks, including 6 first-class security tasks and1second-class security tasks.

Second, highlight key points, embody characteristics, and vigorously strengthen traffic order rectification;

Since the beginning of this year, based on the "1043" order performance evaluation of the Traffic Management Bureau, our brigade has scientifically deployed police forces, strengthened daily management, won the support of the government, firmly grasped the traffic difficulties and chaos in its jurisdiction, vigorously carried out comprehensive management in all directions and in multiple periods, resolutely curbed the resurgence of order, and ensured that the overall situation improved and the governance was effective.

1. With regard to the treatment of key illegal acts, we have carried out four major rectifications and launched "three major campaigns", namely, on the one hand, we have carried out four rectifications, namely, the "three-car" order with disabled cars as the mainstay, the traffic signal of motor vehicles and the order of foreign motorcycles and foreign trucks. In the rectification, the brigade set up a special rectification group. On the one hand, through the combination of regional rectification, centralized joint logistics rectification, surprise cleaning and long-term management, on the other hand, combined with the characteristics of the jurisdiction and the key work throughout the year, it carried out three major battles: the order rectification battle of muck trucks, the alcohol ban storm, unlicensed mopeds and the fast-track order rectification. During the rectification process, the brigade conducted further scientific research and improved the long-term management plan to ensure the effectiveness and continuity of the rectification work.

2. In terms of chaos control, our brigade actively implements long-term management measures. On the one hand, regularly organize police to carry out special rectification, further expand the rectification momentum and create a strict management atmosphere; On the other hand, we should scientifically adjust and improve the existing service management mode, redefine the contracting areas of squadrons, actively implement the accountability mechanism, and earnestly contract to people and responsibility to people. By the end of June 5438+ 10, a total of * * * illegal activities of non-motor vehicles were investigated, including three types of motor vehicles and disabled vehicles, the manned devices of disabled vehicles were dismantled, human tricycles, battery tricycles and foreign motorcycles were seized, and illegal activities of mopeds were investigated. Investigate and deal with all kinds of motor vehicle violations, including violation of signals, drunk driving, breaking into articles outside the restricted area of the bridge, withholding driver's license, detaining people, etc.

3. In the aspect of static order management, first, actively adopt the mode of "brigade contracting to squadron" and "squadron contracting to police", strengthen the management of motor vehicle parking on primary and secondary roads, and make full use of punishment measures such as clearing and dragging, posting and exposing. This year, our brigade posted a notice of violation; Second, actively carry out research, actively plan parking spaces, improve signs and markings, and open roadside parking lots in branch streets and lanes that really need parking, such as Jiangjiayuan, Yandajie and Jinchuanmenwai, so as to effectively alleviate the parking problem. Since the beginning of this year, through research, the brigade has planned parking berths in the streets and lanes under its jurisdiction and drawn a no-parking marking table. The third is to further promote the work of "public security police managing traffic". The brigade specially implemented experienced and high-quality police officers to serve as part-time traffic management squadron instructors in the police stations under its jurisdiction, further strengthened the traffic management skills training of police officers in police stations, and led police officers in police stations to carry out static order management of motor vehicles around streets, effectively alleviating the current situation of insufficient police force in the brigade.

4. On the one hand, actively report to the district party committee and the district government for support. With the help and support of the District Civilization Office and the Communist Youth League Committee, district organs, enterprises and institutions have been taken to contract intersections nearby, organize students to help on the road, and recruit full-time coordinators to help on the road, so as to strengthen persuasion and education for non-motor vehicles and pedestrians at intersections and ensure good order at intersections. On the other hand, in view of the management difficulties such as pedestrian traffic violations, we organized intersection violation coordination 1 hour, and cooperated with the news media to actively carry out the action of copying pedestrians and running red lights. By 10, the brigade * * * copied pedestrian traffic violations, the media exposed more people (newspapers, television, internet), and pedestrians volunteered to coordinate.

5. Strengthen the monitoring of violations and strengthen the management of key violations. This year, on the basis of scientific investigation and rational planning, the brigade specially installed monitoring equipment at major intersections and key road sections in its jurisdiction, and continuously strengthened the order management of key road sections such as Da Qiao South Road, Zhongyimen Road, Jianning Road, Longjiang Road, Siping Square and Mufu West Road, and achieved remarkable results. Since the beginning of this year, the brigade has used monitoring to investigate and deal with all kinds of traffic violations, effectively regulating the order of key sections.
