Article 2 The term "social labor force" as mentioned in these Measures refers to urban unemployed youth, unemployed workers, retirees, rural surplus labor force, migrant workers from other places (including idle craftsmen) and professional contracting teams engaged in construction, installation, handling and loading and unloading in our city. Article 3 All units, self-employed households, families and all kinds of job seekers who need employment within the administrative area of this Municipality must abide by these Measures. Article 4 The Municipal Labor Bureau is the administrative department of social labor of the municipal government, responsible for managing social labor resources, allocating social labor, supervising and inspecting the use of social labor, and arbitrating employment and job-seeking disputes. The daily work is the responsibility of the municipal labor market management office.

County, district labor departments and township (town), street labor service stations manage the social labor force in the region according to the division of labor. The labor departments (offices) of enterprises and institutions are responsible for managing the social labor force used by their own units. Planning, industry and commerce, banking, urban construction, transportation, public security and other departments at all levels should cooperate with the labor department to manage social labor. Chapter II Management of Labor Resources Article 5 Young people in urban industries whose parents have work units (including technical school graduates and vocational school graduates who were not employed in that year) shall be managed by the unit labor service company and apply for unemployment certificates at the local labor service company in a centralized manner; If the parents have no work unit or labor service company, the street labor service station shall be responsible for the management and apply for the unemployment certificate at the local labor service company.

The staff and workers waiting for employment shall register with the local city or county labor service company with the labor manual and handle the manual for the staff and workers waiting for employment. Sixth unemployed youth and workers, must hold the unemployment certificate or unemployment handbook to the local labor market registration, fill out the job card, the labor market to introduce. Article 9 When rural female laborers go to cities to work as nannies, domestic helpers, caregivers, etc., they must register with the labor market of the job-seeking place with the letter of introduction and household registration book of the township (town) labor service station, and the employment will be introduced by the labor market. Chapter III Employment Management Article 10 When the whole people and collective enterprises recruit workers according to the local annual plan, they must report the employment plan to the local city and county labor market one month later, and the labor market will organize the labor resources and go through the employment procedures. Eleventh city enterprises from the county to recruit contract workers, rotation workers, temporary workers, must be one month in advance to the city labor market to declare the employment plan, by the city labor market to organize labor resources, for employment procedures.

Recruited farmer contract workers must go through a probation period of six months (temporary workers are needed during the probation period). After passing the trial, go through the formalities of farmers' contract workers. Article 14 Self-employed households employ workers and families employ waiters. Nurses, nannies, teachers, craftsmen, etc. You must register with the local labor department, which will organize labor resources and handle employment procedures. Article 15 All kinds of professional contracting teams entering our city from other places must hold the letter of introduction from the local government and relevant supporting documents, pass the qualification examination of professional departments, go through the employment formalities at the labor department of the city or county where they are located, and then receive the business license and temporary residence permit for the population. Article 16 Enterprises owned by the whole people can recruit directly through the labor market when the recruitment in that year is supplemented by the reduction of staff, and there is an urgent need for a small amount of recruitment without recruitment indicators. At the end of the year, the labor department will approve and add employment indicators at one time. Article 17 Employers, self-employed households and families must sign labor contracts with recruited workers (including farmers' contract workers, rotation workers and temporary workers) and labor management contracts with the labor market.

The labor management contract shall be copied to the bank, and the bank shall withhold the fine according to the contract. Eighteenth labor departments at all levels should strengthen the vocational training for job seekers, improve the professional and technical quality, and gradually realize the training before employment. Nineteenth employers, self-employed households and families are strictly prohibited from using child labor. Safety education must be given to users according to regulations, and measures should be taken to prevent personal injury and death accidents. Article 20 Supervisors, farmers' contract workers and rotation workers used by units and self-employed households must distribute labor protection articles for various professional jobs in accordance with relevant regulations. Twenty-first temporary workers, farmers' contract workers and rotation workers used by employers and self-employed households must distribute labor insurance supplies according to the relevant provisions of various professional types of work.
