The hiring manager is only responsible for recruitment. Therefore, hiring managers generally assist human resources managers.

The human resource manager is an expert in team building and human resource management, and has the obligation and responsibility to guide or assist other functional department managers to improve the management of their own departments. Managers of other departments have the obligation and responsibility to cooperate with human resources managers to improve the management of their own departments.
