(1) Some provisions of the "Regulations" have not been implemented well.

The second paragraph of Article 7 of the "Regulations" stipulates that "schools should be equipped with registered safety officers who are specifically responsible for school safety work and establish a full-time or part-time safety management team." However, judging from the inspection, most schools in the city have not yet equipped registered safety officers in accordance with the requirements of the Regulations.

(2) Relevant supporting measures required by the Regulations were not introduced in a timely manner.

In accordance with Articles 17, 21, 44, 58, etc. of the Regulations, relevant departments should formulate corresponding systems and supporting measures. However, judging from the inspection, so far, only two supporting systems, "Shenzhen School Bus Safety Management Regulations" and "Shenzhen Private Education Management Regulations" have been promulgated. As a result, in actual operation, due to the lack of specific operating procedures, We encountered some problems, such as the safety management of students staying on campus during non-educational teaching periods, which were difficult to deal with effectively. Some functional departments have gaps in their sense of responsibility and initiative in implementing the Regulations. These have affected and restricted school safety management work to a certain extent.

(3) The school safety insurance liability system is not perfect enough.

Since the promulgation and implementation of the "Regulations", the municipal and district finance departments have purchased "student personal injury school liability insurance" for schools in accordance with the requirements of Article 50 of the "Regulations", which has played a certain role in school safety work. However, it was discovered from the inspection that the school’s liability insurance cannot solve all problems of student injuries. According to insurance company statistics, 1,472 cases were reported in 2006, of which 1,415 occurred on campus, 57 occurred off campus, and 46 were confirmed not to be covered by the school's liability insurance. Due to the single type of insurance and the difficulty in defining responsibilities after student injury accidents, disputes between students and schools often occur.

(4) The security situation around the campus is not optimistic yet.

After the promulgation and implementation of the "Regulations", relevant functional departments such as public security, culture, health, environmental protection, industry and commerce, and urban management have increased law enforcement efforts. The environment around the campus has been greatly improved, but the security situation is not optimistic yet. . Hidden security and traffic problems around the campus are still quite prominent. In addition, during law enforcement inspections, it was also found that some schools cannot correctly handle the relationship between quality education and safety management, and suffer from "safety allergy". They dare not boldly carry out quality education because they are afraid of taking on safety responsibilities. , especially physical education, some quality education activities that were effective in the past have been cancelled. This phenomenon should also attract the government's great attention.

3. Further implement the main suggestions for the implementation of the "Regulations"

Law enforcement inspection is not only an acceptance of the implementation of regulations, but also a review of the regulations themselves, and promotes several targeted measures. The purpose of this law enforcement inspection is to solve an overall and urgent issue and achieve a comprehensive and correct implementation of the Regulations.

(1) We must continue to increase publicity and education efforts and effectively improve the level of guidance.

The government should follow the spirit of the "Regulations" and promptly issue relevant supporting implementation details, such as establishing a mediation system for student personal injury accidents, management of school registered safety officers, school liability insurance management, and management of students staying in or entering schools during non-education teaching hours. , boarding school student safety management and other detailed rules to ensure that the "Regulations" are fully covered, operated and implemented in place.

At the same time, individual provisions of the Regulations should be studied, modified or improved with the times. For example, Article 11 of the "Regulations" states, "If mountains and water sources in the school area and surrounding areas of the school pose safety hazards to school buildings, activity venues, passages, etc., the planning, land or water affairs authorities shall conduct regular assessments...". According to the provisions of Order 394 of the State Council in November 2003, this work has clearly fallen under the responsibility of the land department, and the planning department no longer has this responsibility. 2. Regarding student safety management issues during non-educational teaching time. Article 33 of the "Regulations" stipulates that "during the time period from 7 a.m. to 18 p.m., the school shall allow its students to stay or enter the school."
