Article 2 Xiamen Chinese White Dolphin Nature Reserve implements non-enclosed management, and its scope is defined as the west sea area north of the No. 1 Pier and Songyu connection line, south of Gaoji Seawall, and Zhongzhai, Liuwudian, Aotou , the sea area of ????Tong'an Bay with five links and four points.

Other sea areas within the administrative area of ??this city are the peripheral protection zones of the protected area. Article 3 Any unit or individual has the obligation to protect the resources of the Chinese white dolphin and its living environment, and has the right to supervise, report and prosecute all acts that damage the resources of the Chinese white dolphin and its living environment. Article 4 The Municipal People's Government shall establish special funds for the protection and development of Chinese white dolphins, which shall be used exclusively for the protection of Chinese white dolphin resources and the construction of the Xiamen Chinese white dolphin nature reserve, as well as scientific research, publicity and education and other activities.

Encourage domestic and foreign organizations and individuals to donate to jointly protect the Chinese white dolphin resources and their living environment. Article 5 The municipal fishery administrative department and its affiliated fishery management agencies are responsible for the construction and management of the Xiamen Chinese White Dolphin Nature Reserve, as well as the supervision and inspection of the protection of the Chinese White Dolphin resources and their living environment.

Relevant administrative departments such as transportation, port supervision, and oceanography should cooperate closely with each other in accordance with relevant laws and regulations and their respective responsibilities to jointly protect the Chinese white dolphin resources and their living environment Work.

The environmental protection administrative department supervises and coordinates the management of the Xiamen Chinese White Dolphin Nature Reserve in accordance with the law. Article 6 The municipal fishery administrative department shall organize a survey of Chinese white dolphin resources, establish resource files, formulate protection and development plans, implement the construction of nature reserves and various management systems, organize scientific research and academic exchanges and other activities, and take effective measures. Measures should be taken to maintain and improve the living environment of Chinese white dolphins, and protect and increase Chinese white dolphin resources. Article 7: Strengthen the publicity of laws and regulations related to Chinese white dolphins, popularize scientific knowledge about Chinese white dolphins and rescue measures, and enhance citizens' awareness of consciously protecting Chinese white dolphins. Article 8 The municipal fishery administrative department shall regularly or irregularly organize and implement artificial releases to increase aquatic resources and enrich the bait of Chinese white dolphins. Article 9: In accordance with the functional zoning of sea areas in Xiamen City, marine aquaculture in the western sea area is restricted, and the scale of marine aquaculture in the Tong'an Bay mouth is moderately controlled to ensure that Chinese white dolphins have a certain space for free movement. Article 10 When any unit or individual discovers an injured, stranded or trapped Chinese white dolphin entering a harbor by mistake, it shall promptly take emergency rescue measures and report to the municipal fishery management agency for handling; if it is accidentally caught in a net, it shall be released in a timely manner; if found, Dead Chinese white dolphins should be reported promptly or sent to the municipal fishery management agency for processing. Article 11 It is prohibited to capture and kill Chinese white dolphins. If it is necessary to capture Chinese white dolphins for scientific research or resource investigation, or to obtain artificial breeding sources of Chinese white dolphins from natural waters, an application must be submitted to the municipal fishery administrative department in accordance with the law and signed by the municipal fishery administrative department. After receiving the opinions, apply for a special fishing license from the fishery administrative department of the State Council and accept the supervision of the municipal fishery administrative department. Article 12 It is prohibited to sell, purchase, transport and carry wild Chinese white dolphins or their products in the sea area. Article 13 It is prohibited to electrocute, poison, or explode fish and other acts that damage the resources of Chinese white dolphins and their living environment.

Article 14 When carrying out activities in the Xiamen Chinese White Dolphin Nature Reserve, the following regulations should be observed:

(1) Except for special circumstances such as emergency missions or emergency rescue, disaster relief, and rescue, the speed of ships at sea shall not exceed the speed limit of the inner port. The speed shall not exceed 8 knots, and the speed in Tong'an Bay shall not exceed 10 knots;

(2) Bottom trawling and gillnet operations with a height of 2 meters and a continuous length of more than 150 meters are prohibited;

(3) High-speed motorboats and water skiing activities for entertainment or profit purposes are prohibited;

(4) When setting up a sewage outlet, an environmental impact assessment must be conducted, and the opinion must be signed by the municipal fishery administrative department and reported to the city With the approval of the environmental protection administrative department, the construction of sewage treatment facilities should meet the requirements of the national and this city's water pollution discharge standards;

(5) Underwater blasting, reclamation projects and direct sediment disposal When pushing into the sea, the construction unit must report to the municipal fishery administrative department for review before it can go through the corresponding procedures in accordance with relevant regulations and take effective measures to prevent or reduce damage to Chinese white dolphin resources.

Strictly control the approval for the operation of speedboats for entertainment or profit purposes. Article 15 The Municipal People's Government or the Municipal Fishery Administration Department shall commend and reward the following behaviors:

(1) Construction and management, scientific research, publicity and education of the Xiamen Chinese White Dolphin Nature Reserve and Remarkable achievements have been made in rescuing, protecting, domesticating and breeding Chinese white dolphins;

(2) Exemplary implementation of relevant laws and regulations for the protection of Chinese white dolphins, and remarkable achievements have been made;

Article 16: Anyone who violates Article 11 of these regulations and illegally captures or kills Chinese white dolphins shall have the catch and catching tools confiscated by the municipal fishery management agency, and shall impose a fine of not more than 10 times the value of the catch.

If fishing fails to comply with the types, quantities, locations, deadlines, tools and methods stipulated in the fishing license, the municipal fishery management agency shall confiscate the catches and fishing tools, revoke the fishing license, and impose a fine of 2,000 A fine of not less than RMB 10,000 but not more than RMB 10,000 is imposed.
