Donghai County was established in the Tang Dynasty and was named after its neighbor to the Yellow Sea in the east.

The Niushan Town office was canceled and the Niushan Sub-district Office was established. After the adjustment, its administrative area is 92.79 square kilometers, with a population of 188,700.
