Although Jiaxing is not the first move to build an "enclave" of talents abroad, it has made great efforts to break through administrative barriers and ensure that projects and talents in the "enclave" serve local industries and economic and social development.

Zhang Runchun said that after investigating the talent enclaves in some places, they found that it is easy to rent or buy office buildings and recruit some projects to "fill the building", but it is difficult to combine them with local industries.
