I. Overview of Jilin Province
Jilin Province, located in the northeast of China, is an inland coastal province. It is connected with Russia and North Korea, and faces Japan and South Korea across the sea. Area 187400 square kilometers, population 27.34 million. In 2008, the GDP was 642.4 billion yuan, accounting for about 2% of the whole country. Jilin Province is an important industrial base and commodity grain production base in China, and it is the province that produces the most automobiles and the highest commodity rate of grain in China. From the development pattern of the whole province, the eastern part of Jilin Province is a mountainous area, the central part is a plain, and the western part is a grassland. Yanbian Prefecture has eight counties and cities, far from the provincial capital, adjacent to Russia and North Korea, belonging to an independent economic region and should have its own central city. However, due to the limitation of the system, the state level itself is an empty shelf, and Yanji, where the state capital is located, is on an equal footing with other counties and cities. The problems faced by becoming a central city are insufficient level (it should be a prefecture-level city) and small scale (it should be more than one million people), so it is difficult to manipulate the relationship with the state level and other counties and cities, and it cannot play a good role in agglomeration and radiation. In particular, the division of administrative divisions in the three cities of Yanlongtu leads to the failure of scientific, unified, reasonable and efficient formulation of regional development and industrial layout policies, resulting in insufficient and unreasonable utilization of various resources in the three cities and unbalanced and uncoordinated regional economic development.
Historically, 50 years ago, Yanji, Longjing and Tumen, both old "Yanji County", developed from each other and became three independent county-level cities. Longjing and Yanji are both located in Yanji basin, which were originally a whole in history. 1953, Yanji, as the seat of Yanbian Prefecture, was separated and established as a county-level city. 1965 also separated Tumen city to facilitate communication with a port city in North Korea. Half a century later, the three cities sought reunification for the same development reasons. Yanji (1985) is a star city of economic development in the early days of reform and opening up. Among the county-level cities of the same size in China, the main economic indicators ranked second, and Suzhou ranked first at that time. Dandong city, Liaoning province, which is also a port to the DPRK, is far behind in all indicators. However, due to the difference between county-level cities and prefecture-level cities, Yanji's development is limited, and now Dandong and Suzhou have left Yanji behind. There is no need to argue about how Yanji becomes a regional central city. It is a natural thing to form "Great Yanji" after the merger of the three cities. The combination of Yanlong and Tutu will change the restriction that ethnic autonomous prefectures cannot set up prefecture-level cities. The relevant state departments have been actively arranging pilot projects in ethnic autonomous prefectures, and Yanlong has been included in the line of sight.
Third, the merger of Yanlongtu was upgraded to a prefecture-level city.
Now with Yanji as the center, Longjing and Tumen belong to the half-hour economic circle and can be treated as a city. Yanji, Longjing and Tumen are all ethnic minority areas dominated by Koreans, with a population of 495,000 and Koreans accounting for 59%. Longjing City has a population of 280,000, accounting for 67%; Tumen City has a population of10.5 million, of which 58% are Korean. This similarity of ethnic composition provides a realistic basis for the integration and development of the three cities.
Yanji is the capital of Yanbian Prefecture and the political, economic and cultural center of the whole state. It has a good industrial base, but its scale is insufficient and there is no port, which greatly restricts its urban expansion and economic development. Longjing city has a large area and rich resources, but its industrial base is weak and its industrial agglomeration effect is low. Tumen, with convenient transportation, is one of the only two border port cities in China connected with North Korea by road and railway. But the scale is small, the economic structure is unreasonable and the development is difficult. The complementary advantages of the three cities can be conducive to the common development of * * *. The urban expansion of Yanji and the development of Longjing and Tumen require the integration of the three cities. The three cities should be treated in the same city in terms of personnel flow. Yanji has a land area of 1350.2 square kilometers, accounting for 3. 16% of Yanbian's total area, while its population is nearly 400,000, accounting for 20% of Yanbian's total population. Yanji, an economically leading county-level city, has been greatly restricted in terms of development space, economy, administrative authority and equal status in foreign exchanges. Yanji took this opportunity to put forward the requirements of upgrading to a prefecture-level city: the three cities of Yan, Long and Tu were merged into one city, Yanbian Korean Autonomous Prefecture was changed into Yanbian Korean Autonomous Prefecture, and the municipal government was located in Yanji, so that Longjing and Tumen existed as one district respectively. Reasonably divide the functions of three regions: for high-tech projects, the focus is on Yanji; For the central heating project, the heat source of Yanji City can be located in Longjing District, which can achieve multiple effects such as reducing costs, improving the economic aggregate of Longjing District and reducing environmental pollution in Yanji City. For export processing projects, we can focus on Tumen District. After the merger, a number of roads connecting the three places will be built. For example, from Moon Sunny in Tumen to Xiaohe Dragon in Yanji, Mopan Mountain in Tumen to Dong Xi in Yanji, etc. The construction of Yanji main city will further expand to the west, connecting with Chaoyangchuan Town of Longjing in the west of Yanji, while the construction of Longjing main city in the south of Yanji will gradually move closer to the north, and the construction of Tumen main city in the southeast of Yanji will develop to the northwest. First of all, we should integrate household registration, social security, personnel and wages. Expressway toll collection, taxi interchange, unified telecom toll standard, financial loan, settlement in the same city. At present, all the work is being carried out in an orderly manner. Yanji Municipal Government will move to the west of the park, and Yanji Airport will be rebuilt in Qingta Pavilion.
