2. Personnel Department: responsible for the management of teaching staff in the city, organizing and guiding schools at all levels to implement the teacher qualification system, organizing and implementing the evaluation and employment of teachers' professional and technical positions, guiding the evaluation and employment of staff in institutions and schools, studying and formulating the staffing standards of primary and secondary schools in the city in conjunction with relevant departments, managing the personnel and labor wages of cadres in the city's education system, and organizing and guiding the recruitment and employment of normal graduates in conjunction with relevant departments. Responsible for the examination recommendation, management, party building, organization and political work of the city's education system, in conjunction with relevant departments to do a good job in the inspection, selection, appointment and removal and management of cadres in the education system, and manage the personnel files of cadres in the education system.

3. Planning Audit Section: to formulate the long-term and long-term planning of the city's education development; Responsible for the statistical analysis of the city's education; Responsible for the budget and final accounts of the city's financial education funds, the allocation and daily management of special education funds, and formulate policies and management systems for raising education funds through multiple channels in conjunction with relevant departments; Responsible for the statistics of the city's investment in education funds and the monitoring of the implementation of the "three growth" of education funds; Prepare and issue the capital construction investment plan, annual plan and fund allocation, plan management, final accounts review and summary of schools and directly affiliated units in the city; Responsible for the management of the city's education system, using loans from international financial organizations and overseas grants to develop educational projects; Responsible for the preliminary examination of the purchase of goods by directly affiliated schools and social organizations; Responsible for the management of state-owned assets and extra-budgetary funds of schools and directly affiliated units. Responsible for the logistics management of primary and secondary schools in the city. Formulate the internal audit work system and work plan of the city's education system, and conduct audit supervision on the financial revenue and expenditure and related economic activities of the department and its subordinate units.

4. Basic education department: jointly with relevant departments, formulate the city's general education development plan and annual career plan; Comprehensive management of the city's basic education, guiding the management and reform of education and teaching; Consolidate the nine-year compulsory education in the city and monitor the popularization of compulsory education in various places; To guide the city's special education, preschool education and minority education; To guide the moral education, physical education, art and health work of ordinary primary and secondary schools in the city; Responsible for the enrollment and student status management of ordinary primary and secondary schools in the city; Responsible for the business management and coordination of primary and secondary schools directly under the municipal government; Responsible for the use and management of textbooks in primary and secondary schools and kindergartens; Responsible for the selection of three excellent students and outstanding student cadres; Responsible for the funding of poor students in ordinary primary and secondary schools in the city.

5. Teacher work section: overall planning and guiding the training of ordinary primary and secondary school teachers, kindergarten teachers, vocational middle school culture teachers and primary and secondary school principals in the city; To guide the construction of teacher training institutions and bases at the city (county) level; Responsible for the recommendation of special-grade teachers and famous teachers above the municipal level; Responsible for the organization and management of continuing education for primary and secondary school teachers in the city; Organize the implementation of Putonghua proficiency test.

6. Vocational education and adult education departments: formulate the development plan of vocational and technical education in the whole city, and coordinate and guide the work of vocational and technical education in the whole city; Responsible for the city's vocational secondary schools (technical secondary schools) school layout and professional, academic declaration, participation in social forces and departments organized by various vocational and technical schools qualification examination, declaration, evaluation and identification; Responsible for the enrollment and student status management of vocational junior high schools, vocational high schools and vocational secondary schools in the city. Formulate the development plan of adult education in the city and guide the cultural education of farmers in the city; Guide the construction of urban adult culture and technology schools and farmers' scientific and practical technical training; Responsible for the identification of post-employment academic education.

7. Education Supervision Office of the Municipal People's Government: formulate the city's education supervision system, work plan, implementation plan and related standards; Organize the implementation of the city's education supervision work, and be responsible for popularizing and consolidating nine-year compulsory education, eliminating illiteracy among young and middle-aged people, and supervising, evaluating and grading primary and secondary schools; Responsible for the inspection and guidance of the education work of the lower levels of government and its relevant functional departments, education administrative departments at all levels and schools, and jointly with relevant departments to assess the basic education objectives of municipal departments and township party and government leaders; To be responsible for issuing supervision notices, reports and announcements of various supervision, inspection and evaluation results to the society, and regularly reviewing relevant rectification; To be responsible for reviewing and recommending advanced units and individuals for "two basics" comprehensive education and quality education; Responsible for the employment and management of part-time inspectors, inspectors, organize inspector training, carry out scientific research on education supervision, and undertake the daily work of the education supervision office of the municipal government.

8. Ministry of Supervision: Administrative supervision of the education system; To supervise and inspect the implementation of the laws, regulations, principles and policies of the party and the state by educational administrative personnel and all kinds of schools in the city; To be responsible for investigating and handling the acts of the object of supervision in violation of state laws, regulations and administrative discipline; Accepting complaints against the object of supervision.

9. Retired personnel work department: responsible for implementing the relevant provisions of the higher authorities on the retirement system for retired cadres and handling the formalities for declaration and approval of retired cadres; Carry out activities of veteran cadres in the education system; Responsible for the daily work of the Committee on Aging, the Working Committee and other non-established working institutions for veteran cadres.
