Notice of the General Office of the People's Government of Inner Mongolia Autonomous Region on Printing and Distributing the Management Rules for Raising and Using Water Conservancy Construction Funds in Inner Mongolia Autonomous Region Article 1 In order to speed up the construction of water conservancy infrastructure in our region, establish a benign operation mechanism of water conservancy industry, and promote the sustained, rapid and healthy development of social economy in the autonomous region, these rules are formulated in accordance with the Interim Measures for the Administration of Raising and Using Water Conservancy Construction Funds of the State Council, combined with the actual situation in our region. Article 2 The water conservancy construction fund is a special fund for water conservancy construction. The water conservancy construction fund in our region consists of three levels of water conservancy construction funds: autonomous region, union city and county.

(a) the water conservancy construction fund at the autonomous region level is mainly used for the maintenance and construction of key projects in the autonomous region; Maintenance and construction of key water conservancy projects in the whole region, management, maintenance and construction of key water and soil conservation prevention and control projects, flood control facilities and water damage projects; Flood control and drought relief communication, information system maintenance and construction, and expansion of Grade A water conservancy projects in water conservancy industry.

(two) the Union City and Qixian Water Conservancy Construction Fund is mainly used for the maintenance and construction of urban flood control projects within its jurisdiction; Management of small and medium-sized rivers; Maintenance and construction of small and medium-sized water conservancy projects; Supporting funds for water and soil conservation, flood control and projects arranged by higher authorities.

(three) key projects such as water conservancy, soil and water conservation, flood control, etc., which cross the union cities and basins, shall be built by the autonomous region and the local union cities and counties. Thirdly, 3% of local government funds (fees and surcharges) will be used as water conservancy construction funds. Projects include: highway maintenance fees, highway construction funds, vehicle tolls, highway transportation management fees, market management fees, land acquisition management fees, individual industrial and commercial management fees, supporting fees for municipal facilities, training fees for drivers of local transportation and public security departments, and local electric power construction funds divided with the central government. Article 4 The financial departments at all levels in the whole region shall draw 5% of the newly-increased annual income as the water conservancy construction fund, excluding collection expenses and policy-based collection and return, which shall be implemented in accordance with regulations. Fifth non-agricultural production and construction occupied irrigated land, in the collection of "land management fees" projects, according to the cost of obtaining land use rights of 3% to the land units to levy water conservancy construction fund. Social welfare and affordable housing, as well as military and school land, are exempted from water conservancy construction funds. Article 6 70% of the new agricultural and animal husbandry tax in the whole region will be used for 40% of the agricultural infrastructure construction funds, which will be included in the water conservancy construction fund. Seventh cities with key flood control tasks in the whole region should use 15% of the urban maintenance and construction tax for urban flood control construction.

Cities with key flood control tasks in the whole region are: Hohhot, Baotou, Wuhai, Chifeng, Hailar, yakeshi, genhe city, Ergon, Manzhouli, Zhalantun, Ulanhot, Aershan, Tongliao, Huolinhe, Xilinhot, Jining, fengzhen city and He Lin. Eighth approved by the people's Government of the autonomous region for the construction of water conservancy projects and flood control facilities funds (funds, surcharges, fees), unified into the autonomous region level water conservancy construction fund. Article 9 Water conservancy construction funds extracted from government funds (fees and surcharges) shall be directly included in the special account of water conservancy construction funds by financial departments at all levels according to the actual amount collected and after verification with the planning and water administrative departments at the same level. Tenth water conservancy construction funds extracted from the annual new fiscal revenue and urban maintenance and construction tax shall be directly transferred to the special account of water conservancy construction fund by the financial departments at all levels. Article 11 The water conservancy construction fund levied by non-agricultural production and construction units occupying irrigated land shall be levied by the land management department that approved the use of land and paid into the water conservancy construction fund account of the finance department at the same level on a quarterly basis. Twelfth new agriculture and animal husbandry tax 70% for agriculture and animal husbandry infrastructure construction part of the extraction of water conservancy fund, directly into the water conservancy fund accounts by all levels of finance. Thirteenth water conservancy construction fund is a government fund, which is the government's free investment in water conservancy construction. Exempt from all taxes and fees and incorporate them into the financial budget management at all levels. At the beginning of each year, the water administrative departments at all levels shall, according to the water conservancy construction plan and annual water conservancy construction plan arranged by the government, submit the annual fund use plan to the financial department at the same level, and after being audited by the financial department at the same level, allocate the water administrative departments at the same level as planned. Among them, the water conservancy construction fund for water conservancy capital construction should be included in the capital construction investment plan at the same level. The water conservancy construction fund is earmarked, and the year-end balance can be carried forward to the next year for continued use. Article 14 The collecting and remitting unit must use the special bill for administrative fees printed or supervised by the Finance Department of the autonomous region, and extract 2% from the water conservancy construction fund collected on behalf of it for the normal expenses in the collection process. Fifteenth financial, planning, auditing and water administrative departments at all levels should strengthen the supervision and management of the collection and use of water conservancy construction funds. The relevant units and individuals should actively cooperate and truthfully provide relevant information to ensure the full collection of water conservancy construction funds.

Financial departments at all levels should regularly inform the planning and water administrative departments at the same level about the collection of water conservancy construction funds; Water administrative departments at all levels shall regularly submit reports on the use of water conservancy construction funds to the financial departments at the same level; Audit departments at all levels should audit the collection and use of water conservancy construction funds. Article 16 No unit or individual may resort to deceit, intercept, misuse or misappropriate water conservancy construction funds. Offenders shall be dealt with according to law according to the seriousness of the case, and criminal responsibility shall be investigated if the case constitutes a crime.

Those who do not conscientiously fulfill the obligation of collecting and paying taxes, reduce or refuse to pay without authorization, shall be investigated for the administrative responsibility of the main person in charge.
