Regulations on Tibetan Language in Yushu Tibetan Autonomous Prefecture (revised in 2020)

Article 1 In order to strengthen the work of Tibetan language and ensure the study, use and development of Tibetan language, these Regulations are formulated in accordance with the Constitution, the Law on Regional National Autonomy in People's Republic of China (PRC), the Law on Common Languages in People's Republic of China (PRC) and the actual situation of Yushu Tibetan Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). Article 2 Tibetan language work should adhere to the principles of legal management, scientific protection, standardized use, promotion of development, popularization and improvement, and respect the wishes of the masses and the law of Tibetan language development.

The use of Tibetan language should be conducive to safeguarding national sovereignty and dignity, national unity and national unity, and to the construction of socialist material civilization and spiritual civilization. Article 3 The people's governments of autonomous prefectures and counties (cities) shall incorporate Tibetan language work into the national economic and social development plan at the corresponding level, and the required funds shall be included in the fiscal budget at the corresponding level. Article 4 The competent departments of ethnic affairs of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the planning, management and supervision of Tibetan language work within their respective administrative areas. Perform the following duties:

(a) to publicize and implement the laws, regulations and policies concerning the spoken and written languages of ethnic minorities;

(2) Supervise and inspect the standardized use of Tibetan language in the public domain, and assist the departments of press and publication, radio, film and television, Internet management, etc. to supervise and inspect the standardized use of Tibetan language in public publications, radio, film and television works, audio-visual products and the Internet;

(three) to guide the translation, publishing, education and teaching, news, radio, film and television, and the collection and collation of ethnic ancient books, and to organize the compilation of Tibetan and bilingual books in the fields of current affairs, politics, laws and regulations, and popular science culture (hereinafter referred to as Tibetan-Chinese bilingual);

(four) to cooperate with the cultural department to protect and rescue the excellent traditional culture of the nation with Tibetan language as the carrier;

(five) to promote academic research, cooperation and exchange of Tibetan language and personnel training;

(six) to coordinate and guide the national language institutions to carry out Tibetan language technical services and other related work;

(seven) to coordinate and deal with the use of Tibetan language by organizations and individuals within the administrative area of Autonomous Prefecture.

Other relevant departments of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the work related to Tibetan language work in accordance with their respective duties. Article 5 When performing their duties, the organs of self-government of autonomous prefectures use the spoken and written languages commonly used by all ethnic groups.

Language and Tibetan.

Other state organs and institutions at all levels in the Autonomous Prefecture shall, when performing their duties or providing public services, provide translators for Tibetan citizens who are not familiar with the common language and writing of the country according to actual needs. Article 6 State organs and institutions at all levels in Autonomous Prefecture shall train and equip staff who are proficient in Tibetan-Chinese bilingualism, establish an incentive mechanism for Tibetan-Chinese bilingual learning, and educate and encourage staff of all ethnic groups to learn languages from each other.

The competent department of human resources of autonomous prefecture and county (city) shall, jointly with the competent department of ethnic affairs, train the staff of state organs and institutions at all levels who are not familiar with the daily language and writing. Seventh Autonomous Prefecture in the recruitment of civil servants and institutions to recruit staff, candidates can use Tibetan language or the national common language. Under the same conditions, priority is given to hiring or recruiting people who are familiar with both Tibetan and Chinese languages. Article 8 The following matters within the administrative area of Autonomous Prefecture shall be regulated in both Tibetan and national common characters:

(a) autonomous regulations, separate regulations, local regulations, government regulations and resolutions, decisions, orders, notices and circulars issued by organs of self-government;

(2) Names of seals, plaques, official documents and websites of state organs and institutions at all levels;

(three) publicity materials on current affairs, politics, policies, regulations, popular science, education, culture, health, etc. distributed to farmers and herdsmen;

(four) signboards, advertisements, notices and signs set up for public services;

(five) the name and description of the special articles;

(6) Citizen's identity certificate and qualification certificate;

(seven) other matters that should be used simultaneously in Tibetan and the national common language. Article 9 Any of the following cases of using Tibetan language shall be reported to the local ethnic affairs department at or above the county level for examination and approval:

(a) seals, plaques and official documents of state organs and institutions;

(2) Naming and changing Tibetan place names;

(three) the name and description of the special needs of the state;

(4) Signboards for public facilities;

(five) other circumstances that should be approved.

When applying for examination and approval, the units or individuals that use the Tibetan language in the preceding paragraph shall provide materials and styles that are compared with the national common characters. The competent department of ethnic affairs shall, within 20 days from the date of receiving the application, review the standardization and accuracy of Tibetan before approving it. Article 10 Literary and artistic works, radio, film and television works, audio-visual products, etc. Written or produced in Tibetan language should use standardized Tibetan language.

Publicly published or broadcast Tibetan literary and artistic works, radio, film and television works and audio-visual products, if the publishing and production unit or the competent department thinks it is really necessary to examine and approve the standardized use of Tibetan language before publication or broadcast, it shall be reported to the competent department of ethnic affairs of the people's government at the same level for approval.
