Internal Organization of Zunyi Public Resources Trading Center

According to the above responsibilities, Zunyi Public Resource Trading Center has 8 internal institutions: (1) Comprehensive Business Department.

Responsible for the comprehensive coordination, supervision and inspection, external liaison, messages, meetings, confidential documents, seals, confidentiality, annual work plan, target management, system construction, information construction and logistics service management of the central organs; Responsible for organization, personnel salary, social security and cadre training; Responsible for the acceptance, registration and release of transaction results of various public resources transactions; Responsible for reviewing the bidding documents (transfer bidding scheme) together with the Risk Prevention and Control Department. (II) Risk Prevention and Control Department

To publicize and implement the relevant laws, regulations and policies on the supervision of public resources transactions; Responsible for coordinating the supervision and supervision of the industry authorities, public management offices and supervision bureaus on the implementation of the transaction process; Responsible for the whole process of on-site witness and expert selection of trading activities; To be responsible for handling inquiries about the transaction process of public resources, and assist the competent departments of the industry to investigate and verify; Responsible for assisting the industry authorities to establish records of bad behaviors in the public resource trading market, and cooperating with the information department to establish a database of transaction integrity records; Responsible for the archives management of public resources trading business, and the confidential management and witness work of transitional archives during public bidding; Responsible for the joint examination of bidding documents (transfer or bidding scheme) of trade projects and the verification of bidding contracts. (3) Project Construction Bidding Department

Responsible for providing services for the survey, design, construction and supervision of housing construction, municipal administration, transportation, water conservancy and landscaping projects, as well as the bid opening, bid evaluation and calibration of equipment and materials related to project construction; Organize and implement the specific work of bidding for engineering construction projects, and complete the collection, sorting and filing of bidding materials; Responsible for consulting related issues in the process of bidding for construction projects, drafting the announcement of winning the bid for construction projects, and cooperating with the establishment of transaction integrity records. (4) government procurement department

To publicize and implement the laws, regulations and policies on government procurement; Handle the work related to centralized government procurement projects, make procurement documents for government procurement projects, draft announcements and notices of winning bids for government procurement projects, and draft acceptance reports; Organize bid opening, bid evaluation, inquiry and competitive negotiation; Responsible for sorting out and filing the information related to government procurement projects, and cooperate with the establishment of transaction integrity records. (5) Property Rights Trading Department

To publicize and implement the laws, regulations and policies concerning the transaction of state-owned property rights; Organize the implementation of state-owned property rights transactions, provide consulting, planning, contract verification and other related services for all parties to property rights transactions, and urge both parties to perform their duties in a timely manner; Responsible for the investigation of state-owned property rights transaction projects, drafting transaction plans, announcements and transaction confirmations of state-owned property rights projects, and collecting, summarizing, storing, reporting and publishing property rights transaction information according to the prescribed channels and deadlines; Responsible for cooperating with the establishment of transaction integrity records. (6) Ministry of Land and Resources Trade Department

According to the entrustment of the transferor of state-owned construction land use right and mining right, responsible for the specific work of bidding, auction, listing and agreement transfer of state-owned construction land use right and mining right, and providing services for all parties to the transaction of state-owned construction land use right and mining right transfer; Drafting the announcement of assignment of the right to use construction land, assignment of mining rights and the announcement of relevant newspapers and periodicals; Responsible for the on-site investigation of the transfer of construction land use rights and mining rights; Cooperate with the establishment of transaction integrity records. In accordance with the provisions of the venue rental fees, transaction service fees, information fees and other related expenses accounting, collection and statistics; Responsible for the collection, refund, accounting and confidentiality of all kinds of bids and bid bonds in public resources trading activities; Responsible for docking the business of financial service agent banks; Responsible for all kinds of public * * * resources transaction bidding and bid bond statistics report; Cooperate with the establishment of transaction integrity records. Responsible for the information management and release of various trading items; Responsible for the daily maintenance of the monitoring system, inquiry system, voice system, expert extraction system, LED display screen and other information equipment of the public resource trading system platform, and responsible for monitoring the collection, recording and preservation of audio-visual materials; Arrange the trading time and place of trading items as a whole, and be responsible for CA certification, electronic seal issuance and other related coordination services; Responsible for the establishment, maintenance and management of project database, member database, enterprise credit database, comprehensive bid evaluation expert database and commodity code database; Responsible for on-site selection of bid evaluation experts; Responsible for establishing a database of transaction integrity records and regularly publishing bad behavior information of enterprises.
