In order to standardize law enforcement, Zhang Huirong presided over the compilation of Required Reading for Marine Administrative Law Enforcement. As the first industry reference book that comprehensively introduces the law enforcement procedures of maritime surveillance, in 2006, the book won the national and ministerial excellent book award. In order to accumulate experience in handling cases, Shi Kejian and Zhang Huirong presided over the compilation of marine administrative law enforcement cases, aiming at truthfully recording typical cases of maritime law enforcement and reflecting the development of patrols in China. In 2006, the Compilation of Marine Administrative Law Enforcement Cases (I) was published, and the Compilation (II) will also be published in the second half of 2007.
Through in-depth law enforcement practice, effectively safeguarding the rights and interests of legitimate users of the sea and standardizing the order of using the sea, the sea surveillance team has been widely recognized by the society and its scale has gradually expanded. Since the establishment of 1998, China patrol line has developed into a national team with three sea areas, namely, north, east and south,1/coastal province corps, 5 1 prefecture-level detachment and 182 county brigade, with a total population of nearly 8,000 people.
In July, 2006, with the approval of the State Council, China Coast Guard began to carry out regular rights protection cruise enforcement in the waters under the jurisdiction of the East China Sea. China Sea Patrol became the only maritime administrative law enforcement team to fulfill this sacred mission. Zhang Huirong's name, together with China's sea patrol, has entered the glorious history of China's marine administrative law enforcement.
