In addition to the huge workload, this work is also very difficult, which is the weakness of our group company and even China Civil International Engineering. In order to save cost and time, the project department undertakes the examination and approval of design, material selection and construction scheme preparation of all civil engineering and some electromechanical engineering. This project is the first international supervision project carried out by xxxxx Ministry of Water and Electricity, and also the first project undertaken by Billy Consulting Company, a supervision company, in the Ministry of Water and Electricity. The supervision engineer is very cautious, and the examination and approval is very strict. Every technical submission must have calculations that meet British and American standards and more background proof materials. It is difficult to meet this requirement. Therefore, many drawings, building materials, permanent equipment and construction plans have to be submitted twice, three times or even more before they can be approved. I often encourage you not to be discouraged, but to strengthen your confidence. This difficulty is bound to be overcome. Practice has proved that we have overcome this difficulty. At present, most of the drawings and technical solutions are basically completed by ourselves, and have been recognized and implemented by engineers. It should be said that it has achieved three bumper harvests, which not only saves money and time, but also exercises the team.

Ten, mechanical and electrical equipment procurement, installation basically meet the requirements of the construction period.

We are the core project of the four blocks of the whole project, and mechanical and electrical equipment accounts for a considerable proportion. The first order we met was very difficult. This order is different from domestic procurement. Not only is it difficult to talk about the prices of world-famous manufacturers stipulated in the contract, but every performance parameter, raw materials and manufacturing process of the products must be reported to the supervision engineer and the owner for approval in the form of words and drawings before the contract can be signed or come into effect. This approval process takes as little as × months and as much as one year, which is very difficult. After approval, the supplier's demand for price increase or delivery time cannot be guaranteed. After our efforts and difficult negotiations, only a small amount of equipment has increased in price, and the price increase is not too large. At present, static mixers and overhead cranes have arrived for installation; Pipes and valves have arrived and will be installed soon; Two pumps have also arrived for installation this month, and the other four will arrive next year. Two large diesel generators (each××××× kW) have also arrived at the site, and some air conditioners and electrical equipment have also arrived at the site and are being installed. The rest of the equipment will arrive one after another, which can basically meet the requirements of the construction period.

Ten, in-depth field, to ensure the smooth progress of the work.

The project implements the work area system, and the director of the work area is the deputy manager of the project department. My coordination workload is very heavy. I go to the scene every day to find and solve problems in time; Organize production coordination meetings twice a week; Large-scale weekly production meeting, so that all relevant personnel know the weekly production tasks; Participate in the weekly meeting held by engineers and solve related problems with engineers; In some major problems that engineers can't solve, go to the Ministry of Water and Electricity to seek solutions in time; Read and approve English letters sent by engineers and owners directly every day, and stay up all night to ensure the timely processing rate of documents and letters100%; Ask questions or hold meetings on major issues of subcontractors and suppliers in time, so that problems can be dealt with quickly.

At present, the tank 1 is being washed, followed by disinfection and water filling test; The concrete of Pool 2 has been poured, and the joints are being cleaned and sealed. The middle block of Pool 3 is completed, and the specific work is expected to be completed in March next year; Most of the structure of the building has been completed, and brick masonry and decoration work are under way; The pipeline installation has been completed by ××%, and it is estimated that it can be basically installed by the end of ××; At present, mechanical and electrical equipment is being installed, which can meet the water supply requirements next year 1 month.

X, pay attention to the claim work, and win the extension of the construction period.

International project owners have protected themselves well with strict contracts. It is not easy to claim compensation. First, to find reasons to convince engineers and owners, no matter how good the reasons are, they may not get anything. According to the characteristics of this project, we first pay attention to the basic work, set up a claim leading group, hold a claim meeting once a week for a period of time, inform the claim progress, collect the claim events and study the claim strategy. Collect, sort out and analyze all kinds of events, and ask claims experts to write claims reports. In the claim for construction period, it should be effective, extend the construction period for several months and avoid high fines. At present, we have submitted x claims reports, which are being reviewed by the owner. We have made full preparations, and no matter how the owner treats our claim, we will stick to it.

After I accepted this task, I warned myself: set an example, be diligent and honest. That's what I think and do. For more than two years, I have not promoted a cadre without authorization in violation of principles. Not transferring a person without authorization; Without any greed for enjoyment; Never spent a penny from the public for personal reasons (this was confirmed in this year's audit report); We have not received any gifts or cash from subcontractors or suppliers. This project is very large, the number and quality of personnel are not up to standard, the allocation of resources is not in place, prices have gone up a lot, the conditions are difficult, the progress can not be improved, and the work pressure is particularly great, which has been criticized by many people to varying degrees. With the support and help of the leaders of the group company, I have not been discouraged, and I have always insisted on on on-site work.

I only go back to China once a month for ×× days, which led everyone to overcome many difficulties and finally made the project go smoothly. And it has been recognized by the supervisor and the owner.

Five, understand their own problems and shortcomings and the next step to improve the work measures.

Although I have made great efforts to do this project well, I think I still do my duty. However, according to the obligations and rights of party member stipulated by party constitution and the basic requirements of maintaining the advanced nature of party member in the new period, there are still many unsatisfactory places. On the one hand, subjective efforts are not enough, on the other hand, some problems really have not found a solution:

X, the relationship with the owner and supervisor is not very smooth.

We have been working on this project for more than two years, and the relationship with the owners and engineers has not been very smooth; Cause analysis: objectively, we are strangers in xxxxx for the first time; The owner is the government department of xxxxx, and people from some countries near xxxxx are hired to manage it. The supervisor is British and recruited from other countries; It is normal that people in many countries work together and work for their own masters, with great cultural differences and frequent conflicts. Because these people are paid by the month, the longer the construction period drags on, the longer it will take them to get paid, so they all do a good job for the owners and strictly follow the contract and norms, just seeking to do things well, not fast; In this way, only our contractor is worried about the construction period, and we can't get up quickly. Therefore, it often happens that the acceptance fails and the construction cannot be continued. Subjectively, we have not tried to correct our position as a contractor; In the future, we should take the initiative to contact more owners and engineers, follow the principle of minimizing major issues and minimizing minor issues, and reduce friction with them.

X, the enthusiasm of employees is not fully mobilized.

The enthusiasm of employees has not been fully mobilized. Objectively speaking, most of the staff of this project are transferred from various units in xxx, and a large part of them are not people with good ideas and high technical level, just for money. Due to the particularity of international engineering and the multi-disciplinary characteristics of this project, it is a failure to subcontract even if it is subcontracted like a real estate company. This is different from the management of domestic projects, so the management of personnel is very difficult, and their sense of ownership has not been brought into play, and the effect is not satisfactory. Subjectively: First, ideological work has not been done well. Mao Zedong once said: It is wrong to complain only about the low ideological awareness of the masses, because there are only backward jobs and no backward masses; On the other hand, the salary scheme has no incentive effect. So the next step is to start from these two aspects and fully mobilize everyone's enthusiasm.

X, cost control did not find an effective method.

In xxxxx, if some projects are subcontracted to local companies, the price is very high. We only subcontract those projects that are required by the contract and must be subcontracted. None of the labor teams we are looking for is willing to contract for work and materials, mainly because it is impossible for labor subcontractors to investigate the market. In addition, language barrier is also a big problem. Xxxxx almost completely depends on imported materials, which requires the approval of engineers, so domestic labor subcontractors do not have these qualities. These are all purchased by us, so it is difficult to control the materials and machines. Many methods have been tried, which should be said to be effective, but I don't think a more effective control method has been found. The next step is to continue to go deep into the site and explore effective management methods.

X, the project has not made a breakthrough in reducing losses.

Due to the rising price of materials, changes in geological conditions, anti-investment and rising tariffs, the project losses are great, and only claims can be reduced. Due to the strict management of the contract by the owner, neither claim nor change can be decided by one person. It can be said that the owner of our contract is the whole government of xxxxx, and the X whose change order number has been sent to us was issued with the consent of many other relevant departments and offices except the Ministry of Water and Electricity. The government projects consulted by other companies are confirmed by the two companies after the completion of the projects, and the high-level officials of the two countries look for suitable opportunities. According to this line of thinking, it is impossible for us to claim compensation smoothly at present. Next, we should do more investigation and public relations, break through the claim barrier, and let the project lose less, even make a profit!

In view of these gaps and outstanding problems, I have carefully sorted out the aspects to be strengthened and rectified in the next step, including four aspects:

X, the relationship with the owner and supervision is not smooth.

The relationship with the owner's engineer, except for some people who want their own interests and need special treatment, I think most of them are issues of respect and communication with others. So we are all people from many countries, and it is inevitable that we will have different opinions in our work. As a general contractor, we should have the idea of compromise and realize that doing things well is the greatest goal. Therefore, we should take different measures to deal with different people until we achieve our goal. The engineer's instructions should also be classified and processed:

First, we should carry out the correct instructions of engineers quickly and accurately;

B, for vague instructions, to communicate in time, after reaching a consensus, according to the opinions;

C, for the engineer's wrong instructions, we should also communicate in time, find the reason, and take pains to convince the engineer;

D. Before doing something, it is best to communicate with relevant engineers to gain their understanding and support;

E, call on leaders in charge and professional engineers to mobilize and do a good job in counterpart public relations, so that a large number of problems can be solved at the grassroots level.

X, did not fully mobilize the enthusiasm of employees to improve ideas.

To fully mobilize the enthusiasm of employees, we should start from two aspects:

A, do a good job of communication between employees at all levels, explain the difficulties and tasks of the project department in time, and urge the meeting system of each grass-roots unit. We should conscientiously do a good job in letters and visits, take seriously the problems reflected by the masses, and give feedback and answers to Chengdu if we can't. Unify the people's thoughts with the actions of the project department.

B, formulate a new salary plan, reflecting more work and more pay. In order to fully mobilize everyone's enthusiasm, give the director of the work area the right to properly distribute bonuses and play the role of economic leverage.

Ten, the improvement of cost control.

We intend to carry out cost management from the following aspects:

First, the single cost is linked to wages;

B, timely clean up the people with insufficient workload and return to China;

C, implement quota management for office supplies;

D. Strictly examine and approve the turnover.

Procurement of materials and small machinery;

E. timely return the leased equipment with insufficient tasks.

X. Thoughts on Reducing Losses

The main way to reduce losses is to increase revenue and reduce expenditure, that is, to reduce costs. The increase in income is basically fixed in quantity and unit price, and it is only considered from the claim. The claim has been considered and done for a long time, and no good solution has been found. I think we can think from the following aspects:

A, strengthen management and reduce costs;

B, for ambiguous projects, negotiate with the owner in time, try not to do what you can, and settle what you have done in time to reduce future claims;

C. Separate investment resistance from losses, and look for better investment resistance projects. Real investment does not necessarily have real losses;

D, collect and sort out the claim events in time, and send a claim letter to the owner;

E, find suitable personnel within the owner and in the society to help us find the way to claim compensation;

F, more contact with the embassy, the Economic Reference Office, get their understanding and support, let them give us advice, find suitable opportunities for them or other leaders, and help us solve problems.

There are ×× months between now and the end of the project. I will work hard with the team members of the project department with one heart and one mind, and lead all the staff to work hard, forge ahead and make their own contributions to the smooth completion of the project with the perseverance and determination of the last fight.
