Announcement on Recruitment of Staff in Public Institutions Directly Under the Hengyang Municipal Sports Bureau in 2014
Due to work needs, according to the "Trial Measures for Public Recruitment of Personnel by Public Institutions in Hunan Province" (issued by Hunan People's Social Security Bureau [2011 ]45) document, the Hengyang Municipal Sports Bureau plans to openly recruit 16 staff members from the public within the establishment limit. The relevant matters are now announced as follows:
1. Organizational Leadership
Under the supervision and guidance of the Municipal Human Resources and Social Security Bureau, the Municipal Sports Bureau has established a recruitment leadership group. The bureau office is responsible for the specific organization and implementation of recruitment work. Discipline inspection and supervision departments participate in supervision throughout the process.
2. Recruitment principles
Adhere to the principles of democracy, openness, competition and merit.
3. Recruitment plan, positions and application conditions
(1) Recruitment plan and positions. The recruitment plan is for 16 people. For specific positions and requirements, please refer to the "2014 List of Open Recruitment Positions and Requirements for Public Institutions Directly Affiliated to Hengyang Municipal Sports Bureau" (Appendix 1).
(2) Application conditions
1. Abide by the Constitution and laws of the People’s Republic of China;
2. Have good conduct and professional ethics;
3. Possess the academic, professional or technical qualifications required for the position;
4. Have the physical condition to perform the duties normally;

The following people are not allowed to apply:

Registration requirements①Applicants must fill in the "Application Form for Open Recruitment of Public Institutions in Hengyang City" (Appendix 2) in duplicate, provide 3 recent one-inch bareheaded photos, ID card, academic degree Originals and copies of certificates, professional and technical qualification certificates and other relevant documents (in-service personnel applying must provide proof of consent from their current employer).
②Each person is limited to applying for one position. Anyone who applies for more than one position will be disqualified.

(3) Qualification review
The Recruitment Leading Group Office is responsible for conducting qualification review of applicants. Qualification review includes preliminary review during registration, qualification review before interview, and final qualification review before employment, and runs through the entire recruitment process. Anyone who provides false application materials will be disqualified once verified; those who forge or alter relevant documents, materials, and information to defraud examination qualifications will be subject to the relevant provisions of the "Measures for Handling Violations of Violations of Violations and Disciplines in the Civil Servant Recruitment Examination (Trial)" be processed. The ratio of the number of recruitment plans to the number of applicants must reach 1:3 before the exam can be held. For individual positions that do not meet the above ratio, the job recruitment plan will be reduced after being studied and approved by the recruitment leading group and reported to the Municipal Human Resources and Social Security Bureau for approval.
(4) Examination
The examination consists of a written examination and an interview.
1. Written test
The written test is conducted in a closed-book format.
① Written test content: relevant professional theoretical knowledge and basic public knowledge.
②Written test time and location: See the written test admission ticket for details. The time for collecting the admission ticket for the written examination will be notified later.
When taking the exam, you must bring your admission ticket and ID card with you. Applicants who lack documents will not be allowed to take the exam.
After the written test, the candidates to participate in the interview will be determined in order of the total written test score from high score to low score.
③The written test results will be announced on the relevant website.
2. Interview
① According to the ratio of 1:2 between the number of people hired in the recruitment plan and the number of people interviewed, candidates for the interview will be determined in order from high to low based on the written test scores. Before the interview, the recruitment office will review the qualifications of the interviewees.
②Interview format. Interviews for teacher and coach positions will be conducted in a didactic manner, while interviews for other positions will be conducted using a structured interview method.
③Interview time and location: Please refer to the "Interview Notice" for details. Applicants must present their admission ticket, interview notice and ID card to attend the interview.
3. Comprehensive score of the exam
The comprehensive score of the exam is composed of the written test score accounting for 50% and the interview score accounting for 50%.
Comprehensive score calculation formula:
Comprehensive score = total written test score × 50% + interview score × 50%
Written test score, interview score, comprehensive score Two digits after the decimal point are retained, and the third digit is rounded off. If the comprehensive test scores are the same, the ranking order will be determined based on the written test scores.
(5) Physical examination
According to the ratio of 1:1 between the recruitment plan and the physical examination objects, the physical examination objects will be determined according to the ranking order of comprehensive scores from high scores to low scores.
The physical examination standards refer to the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)" (Ministry of Human Resources and Social Security [2005] No. 1), Ministry of Human Resources and Social Security [2010] No. 12 and Ministry of Human Resources and Social Security [2010] No. 19 Execution, a physical examination will be organized in a tertiary comprehensive hospital, and the physical examination fees will be borne by the candidates themselves. Those who do not participate in the physical examination or fail the physical examination will be filled in from those who applied for the same position in order from the highest score to the lowest based on the overall test score. (6) Inspection and publicity
Personnel who have passed the physical examination will be identified as inspection objects and publicized on relevant websites. The Recruitment Leading Group Office is responsible for organizing inspections. The inspection content mainly includes the political ideology, moral character, ability and quality of the candidates, study and work performance, compliance with laws and regulations, integrity and self-discipline, etc. Those who fail the assessment or voluntarily give up the assessment (must submit a written statement signed by themselves) will be disqualified from being employed.
Those who pass the written examination, interview, physical examination, and inspection will be determined as candidates for employment and will be announced on the relevant website for a period of 7 days.
During the publicity period, if it is verified that there are serious problems affecting the employment, the employment qualification will be cancelled. If it is difficult to verify for a while, the employment will be suspended until the verification and conclusion are made before deciding whether to hire. If a vacancy occurs after the list of personnel to be hired is published, there will be no filling.
(7) Employment
If there is no objection to the announcement, an employment contract will be signed with the employee in accordance with relevant regulations, and the employee will enjoy the same treatment as existing staff. Those who fail to apply within the time limit without justifiable reasons will have their employment qualifications revoked.
According to relevant laws and regulations, if the legal employment contract signed between the candidate and the original employer needs to be terminated, the candidate must terminate the contract with the original employer himself. If the contract still exists, his employment qualification will be cancelled. .
5. Recruitment discipline
(1) This recruitment work is subject to supervision by relevant departments such as the society and the Municipal Commission for Discipline Inspection. Relevant departments will promptly accept all types of reports related to this recruitment according to their management authority.
(2) If an applicant meets any of the following circumstances, his or her qualifications will be cancelled, and he will not be allowed to participate in the recruitment and employment examinations for government agencies and institutions within two years, and the employment contract will be terminated for those who have been employed:
