Article 1 In order to strengthen the management of centralized heating, standardize the behavior of heat supply and consumption, safeguard the legitimate rights and interests of both heat suppliers and consumers, improve people's livelihood, and protect the environment, these regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this city. . Article 2 These regulations shall apply to central heating, heat consumption and related planning, construction, operation, use and supervision and management activities within the administrative area of ??this city.

The term "central heating" as mentioned in these Regulations refers to the method in which one or more heat sources supply heat to heat users through a heating pipe network. Article 3 The municipal and county (city, district) heating administrative departments are responsible for the supervision and management of centralized heating within their respective administrative regions.

Other relevant administrative departments of the People's Government shall carry out work related to central heating in accordance with their respective responsibilities. Article 4 The heating administrative department shall, in conjunction with the urban and rural planning and other departments, prepare a special plan for centralized heating and submit it to the people's government at the same level for approval before implementation. Article 5: The heating pipe network and its ancillary facilities shall be planned and constructed in a unified manner.

Urban and rural construction and transformation shall, in accordance with the special planning requirements for centralized heating, construct supporting heating facilities or reserve land for the supporting construction of heating facilities. Article 6: All types of investment entities are encouraged to invest in the construction of heating pipe networks and their ancillary facilities, and hand them over to heating enterprises for use, maintenance and management by agreement.

The supporting fees for thermal engineering facilities shall be used exclusively by the heating enterprises for the construction and maintenance of the heating pipe network and its ancillary facilities. When the enterprise terminates, the heating pipe network and its ancillary facilities constructed with supporting fees for thermal engineering facilities shall be handed over free of charge to the enterprise licensed by the heating authority to undertake its heating services. Article 7 Units engaged in survey, design, construction and supervision activities of heating projects shall have corresponding qualifications. Article 8 Heating projects shall comply with the standards stipulated by the state, and they may not be put into use until they pass the acceptance inspection upon completion.

After the heating facilities in the newly built residential complex pass the acceptance inspection, they will be handed over to the heating company for maintenance and management.

Heating facilities in residential areas that have been delivered for use before the implementation of these regulations and meet the heating conditions shall be handed over to the heating company for maintenance and management with the consent of the owners' meeting or the consent of more than 60% of the heat users. . Article 9 If the construction of a construction project may endanger the safety of heating facilities, the construction unit shall negotiate with the heating enterprise to formulate a safety protection construction plan and take corresponding safety protection measures before construction. If heating facilities are damaged during construction, the construction unit shall promptly notify the heating company to repair them and compensate for the losses.

If it is necessary to reconstruct, relocate or dismantle heating facilities due to project construction, the construction unit shall, after reaching an agreement with the heating enterprise, report to the heating administrative department for record, and the implementation costs shall be borne by the project construction unit . Article 10 The following acts that endanger the safety of heating facilities are prohibited:

(1) Destroying or modifying or dismantling heating pipe networks, signs, manhole covers, valves and other heating facilities without authorization;

(2) Destroying or dismantling, modifying or interfering with heat measurement facilities without authorization;

(3) Using heating pipes or brackets to hang objects;

(4) In heating Construct buildings and structures, and plant deep-rooted plants within the safe distance range of facilities;

(5) Blast, dig holes, excavate soil, or drive piles within the safe distance range of heating facilities;

(6) Piling garbage, debris, flammable and explosive and other dangerous items, and discharging sewage, corrosive liquids or gases within the safe distance range of heating facilities;

(7) Other hazards Behavior that affects the safety of heating facilities and disrupts the order of heating supply and use. Article 11: Heating shall be subject to a franchise system.

A franchised heating enterprise shall meet the following conditions:

(1) Reliable and stable heat sources and heating facilities that meet the requirements;

(2) With Funds commensurate with the scale of heating supply and trained practitioners with corresponding qualifications;

(3) Standardized business management systems, operating procedures, service standards and emergency safeguard measures;

(4) The heating energy consumption indicators and pollutant emission indicators meet the standards stipulated by the country and the province;

(5) Other conditions stipulated by laws and regulations.

Article 12 The administrative department of heating supply shall enter into a franchise agreement with the heating supply enterprise that has obtained the franchise. The agreement should specify the business scope, term, heating method, rights and obligations of both parties, handling of special circumstances, etc. Article 13: The administrative department of heating supply shall conduct a score assessment on the performance of heating supply enterprises in aspects such as law-abiding operations, production safety, and service quality, and use this as the basis for the reconfiguration of operating rights. Article 14 Heating supply enterprises shall gradually implement the integration of operation and management of heat sources, pipe networks, and heat exchange stations. The heating supply enterprises shall be responsible for unified maintenance and management, and provide heat sources directly to heat users. Article 15 Heating enterprises shall fulfill the following obligations:

(1) Organize safety production in accordance with national production safety regulations and industry safety production standards;

(2) Provide heat users with Provide qualified products and services;

(3) Build a remote intelligent control technology platform integrating heating metering and temperature control to realize online monitoring and automatic adjustment of heat sources, heat networks, and heat exchange stations;

(4) Manage, maintain and inspect heating facilities to ensure they are in good condition;

(5) Set up safety warning signs for high-temperature and high-pressure heating facilities;

(6) Publicize service content, service standards, service procedures, charging standards and service telephone numbers, and implement 24-hour duty;

(7) Handle complaints, opinions and suggestions in a timely manner;

(8) Other obligations stipulated by laws and regulations.
