Measures of Qingdao Municipality on the Administration of Feed Industry

Article 1 In order to strengthen the management of the feed industry in this Municipality, ensure the quality of feed products, safeguard the legitimate rights and interests of producers, operators and users, and promote the development of aquaculture, these Measures are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this Municipality. Article 2 All units and individuals engaged in the production, storage and transportation, management, quality inspection, import and export of feed industrial products within the administrative area of this Municipality shall abide by these Measures. Article 3 The term "feed" as mentioned in these Measures includes full-price compound feed, compound feed, mixed feed, concentrated feed, feed additive, feed additive premix, mineral feed and feed protein raw materials produced in industry. Article 4 Qingdao Municipal Economic Commission is the competent department of feed industry in this Municipality, and its daily management is the responsibility of Qingdao Feed Industry Office. Qingdao Feed Industry Office is responsible for:

(a) to implement the laws, regulations and policies of the state on the management of the feed industry, and to be responsible for the planning, coordination, guidance, supervision and management of the feed industry in this Municipality;

(two) to study and formulate rules and policies for the development of feed industry in this Municipality and organize their implementation;

(three) in conjunction with the relevant departments to prepare the development plan and annual plan of the feed industry in this Municipality and organize their implementation;

(four) responsible for the technical transformation of feed industry and the management of imported technology and equipment;

(five) responsible for the management and distribution of special materials for feed industry in this Municipality;

(six) to organize and guide the scientific research, technology development, publicity and consultation of feed industry;

(seven) other duties as stipulated in these measures.

County and city (District) people's governments at all levels shall determine the competent departments of feed industry within their respective administrative areas, and be responsible for the management of feed industry within their respective jurisdictions according to their management authority. Fifth planning, foreign trade, finance, taxation, industry and commerce administration, technical supervision and other relevant departments shall, according to their respective responsibilities, cooperate with the competent department of feed industry to do a good job in the management of feed industry. Sixth feed industry should be based on the national industrial policy and the actual situation of this city, overall planning, coordinated development.

When arranging feed industry projects, relevant departments should first obtain the consent of the competent department of feed industry in Qingdao or county-level cities (districts), and then submit for approval according to the project examination and approval authority. Seventh feed industry departments at all levels should establish and improve the feed industry research and technology promotion service system, actively promote new technologies and new processes, organize the development of feed resources, and rely on scientific and technological progress to promote the development of feed industry. Article 8 Units that produce and operate feed industrial products shall meet the following conditions:

(1) Having funds and employees suitable for feed production and operation;

(two) there are equipment and venues suitable for feed production and operation;

(3) Having the technical means and environmental conditions to ensure the quality of feed products. Ninth feed production and business units shall apply for industrial and commercial registration according to law, obtain a business license, and report to the local feed industry authorities for the record. Article 10 For feed products managed by the state under the production license system for industrial products, production units shall not produce and sell products without production licenses within the time limit prescribed by the state. Article 11 For other feed additives, feed additive premixes, feed protein raw materials and geological and mineral feed products other than those specified in the preceding article, the production unit shall apply to the competent department of Qingdao feed industry for inspection and evaluation of the relevant products and production technical conditions, and can produce only after passing the evaluation and issuing the product production approval number. Twelfth feed products shall meet the following quality requirements:

(a) there are national standards and industry standards, which shall meet the standards;

(2) Having the proper performance of the product;

(3) Conforming to the product standards indicated on the product or its packaging, and conforming to the quality conditions indicated in the product descriptions and physical samples.

Where there are no national standards and industry standards for feed products, enterprise standards shall be formulated and reported to the local technical supervision department and the competent department of feed industry for the record as the basis for organizing production, and marked on the products or packaging. Thirteenth production and preparation of concentrated feed and additive premix, shall not use feed additives without the approval of the state, province and city; The feed additives used must be safe and effective. Article 14 An enterprise that produces feed products shall establish a system of production records and sample retention and observation, and the sample retention time shall not be less than four months. Fifteenth feed products must undergo quality inspection before leaving the factory, and products that do not meet the quality standards shall not leave the factory. Sixteenth feed products must be accompanied by feed labels and product quality inspection certificates when they leave the factory. Feed labels shall be made in accordance with the unified provisions of the state and filled in truthfully. Seventeenth prohibit the sale of the following feed products:

The quality does not meet the national standards, industry standards or enterprise standards;

(2) Failure or deterioration;

(three) no feed label;

(four) there is no product quality inspection certificate. Article 18 The packaging of feed products must meet the requirements of ensuring the quality, safety and hygiene of feed products, and be convenient for storage, transportation and use.

The packaging of feed products should be organized and implemented according to the standards stipulated by the competent department of feed industry in Qingdao. Packaging shall not be reused.
